Incentive Service Awards Program 2008

HDOA Employees are the "Cream of the Crop."

The 2008 Incentive Service Awards Program (ISAP) meeting was held on Thursday, August 21 in the HDOA Boardroom.

The ISAP is a statewide program that promotes the recognition of employeeswho contribute to the efficiency, economy, or other improvement of government operations or who perform exceptionally meritorious special acts or services in the public interest, and for their loyal and dedicated service. 

The following are HDOA awardees for 2008!  Congratulations to all!!

Dexter Cho

Dexter Cho

                                                             

Dexter Cho, Pest Control Technician, Plant Industry Division

Dexter is not only the HDOA Employee of the Year, but was also named as the State Employee of the Year!

Dexter supports staff entomologists working on biocontrol measures by collecting and propagating host and tests plants, mass producing biocontrol agents for release to control plant pests, assisting in field evaluations of effectiveness of biocontrol agents and also maintains the facilities.

Dexter was instrumental in the identification of the biocontrol agent for the control of the glassy-winged sharpshooter. He was also cited for his motivation to learn new technologies, such as GPS, and applying them to provide better data collection for the division.

HDOA MANAGER OF THE YEAR
Carol Okada

Carol Okada ISAP 2008

Carol Okada is the manager of the Plant Quarantine Branch of the Plant Industry Division

Carol oversees the statewide plant quarantine regulatory program, which includes 115 inspectors, pest control aids and clerical staff.  She is responsible for Hawaii's import and export programs with an annual budget of about $7.6 million.

She was recognized for her work to increase cooperation between state and federal inspection agencies, increasing the state's biosecurity program and for helping to gain legislative support for a $5 million bond to begin the planning for a federal and state joint inspection facility at Honolulu International Airport.

SUSTAINED SUPERIOR PERFORMANCE AWARDS

Laura Ayers ISAP 2008

Laura Ayers, Livestock Inspector with the Animal Industry Division.

In her duties as a livestock inspector, Laura is a master at using the livestock databases and spreadsheets.

She was recognized for her sensitivity and professionalism in dealing with the animals and animal owners.  She exhibits genuine care and concern for the animals in her charge.

Beyond her normal duties, Laura also willingly pitches in when help is needed and also assists in community and charitable efforts.


Barbara Schafer ISAP 2008

Barbara Schafer, clerk typist, Agricultural Development Division

Barbara has continuously provided support for the entire division in an efficient and professional manner. 

She has been instrumental in the establishment and management of the Livestock Feed Subsidy Program, which provides financial assistance to livestock operations.

Barbara makes sure that the many contracts and other documents are in order.  She also assists Market Development staff in preparing for trade shows and other public events. 



 Dean Yoshizu ISAP 2008

Dean Yoshizu, Environmental Health Specialist, Plant Industry Division

 

Dean is responsible for managing grants from the federal government, which allow the Pesticides program to enforce federal requirements to assure the safe use of pesticides in Hawaii and worker protection standards. He is also the safety compliance officer.


Dean was also recognized for his assistance in the planning and execution of the highly successful National Plant Board annual meeting in Hawaii.
