HONOKAA-PAAUILO IRRIGATION SYSTEM

**UPDATE***

October 19, 2011, 3:30 p.m.

There has been a series of earthquakes on Hawai`i Island with the epicenter near Mauna Kea.

Ag Resource Management crews began inspecting system reservoirs immediately and will be inspecting intake areas and other areas through this week and next week.

We will keep water users apprised of damage or potential water disruption at this webpage.

Earthquake information may be found at the USGS website:  http://earthquake.usgs.gov/earthquakes/recenteqsus/Maps/special/Hawaii.php

CONSERVATION STATUS:   UNRESTRICTED

UPDATE:  As of April 8, 2011

From March 8 to March 24, the water level in the Puukapu (Waimea 60 MG) Reservoir steadily increased from 36.5 feet to 45 feet, and the reservoir level has been at or near capacity since March 28.  We were fortunate to have been able to restore the water level in such a short time and were relieved that the conservation measures did not have be implemented.

CAPITAL IMPROVEMENT UPDATE: (as of Janaury 9, 2012)

Waimea Transfer Ditch Improvements (New Project):

  • This project will install approximately 1.75 miles of buried pipelines in the unlined open ditch from an area adjacent to the Puukapu Reservoir to the silt basin located upstream of the Puu Pulehu Reservoir.  Improvements may include but not limited to installation of new headwalls, pressure manholes, valves, fencing, and other appurtenant works.
  • Construction of this project is not expected to have any impact on water availability.
  • DOA is reviewing the final plans and specifications.
  • Anticipate advertising the construction project in late March.
  • Dam Safety – Puukapu & Puu Pulehu Reservoirs:
  • The Consultant submited the revised Dam Alteration Permits for Puukapu and Puu Pulehu Reservoirs, including the design for three additional Puukapu Reservoir monitoring wells to the DLNR-Dam Safety Branch in mid-January.
  • If DLNR-Dam Safety Branch has no additional comments for either of the two Dam Alteration Permits, the permits will have to get approved by the Board of Land and Natural Resources (BLNR).  The earliest BLNR Meeting date this project can get onto is in March 2012.
  • The pre-construction meeting for the two reservoirs has been put on hold until the Dam Alteration Permits are approved by BLNR.
  • After the Permits are approved and the preconstruction meeting is held, the Contractor will develop a project schedule (for both reservoirs) at which time DOA will set up a meeting with the farmers.

Waimea – Ditch (Lining) Improvements (Earthquake):

  • The Contractor has fully installed 31.9 of the 32 segments of pipe, set pipe for the remaining last segment.
  • The Contractor estimates less than one week of work to fully complete the project.  However, this is pending good weather (no wind/fog/rain).
  • After work is completed, DOA will contact the farmers to discuss the project.
  • Please contact us, toll free, at 974-4140, extension 3-9473, if you have any questions.
