SYSTEM STATUS UPDATE - April 2, 2009

Consumers of Waimanalo Irrigation System:

PHASE II - CONSERVATION MEASURES, REQUIRING MANDATORY 20%

REDUCTION IN USE TO CONTINUE UNTIL FURTHER NOTICE

Pursuant to section 4-157-4, Hawaii Administrative Rules, special conservation measures have been deemed necessary to forestall a water shortage and a consequent emergency.  The heavy rainfalls this past few weeks have contributed to a rise in the reservoir storage levels and lessen the effects on normal irrigation operations.

On Monday, April 7, 2008, the Waimanalo Irrigation System took the precaution of implementing a Phase II, Mandatory Conservation Measure requiring all water users to reduce their respective consumption by 20%.  This action was taken as the Waimanalo 60 MG Reservoir was at 37.5 feet and rainfall totals for the Waimanalo and Maunawili Watersheds recorded below normal precipitation.  Also, short and long-term weather forecasts were not encouraging.  On July 11, 2008, the conservation measure was elevated to a Phase III - Mandatory cutback of 30%.  Only recently, on December 22, 2008, did we "downgrade" the conservation measures to the current Phase II level.

In the past, at this time of year, we would have normally restored full irrigation service or requested only voluntary reductions, however, the Waimanalo and Maunawili Watersheds have experienced unusually low rainfall totals since January 1, 2009.  This year, in an effort to avoid a rapid ramping up of the conservation measures, the Waimanalo Irrigation System will maintain the Phase II - Conservation Measure until further notice.

We ask that you continue your conservation efforts and practices and we will maintain continued communication with the National Weather Service to bring you updates on forecasts for the upcoming months.

NOTE:  Pursuant to §4-157-12, Discontinuance of service; water service may be refused or discontinued by the department if the water bill has not been paid within thirty days after the mailing or presentation thereof to the consumer or if the consumer fails to comply with any of the applicable rules.  However, acreage assessments shall continue in spite of the discontinuance of service.

Upon notification by the Waimanalo Irrigation System, the following restrictions will be implemented in phases as the reservoir levels approach pre-determined levels.  However, implementation of a specific conservation phase is approximate and may be put into effect based on factors such as a significant increase in system-wide consumption or upcoming weather conditions.

PHASE I -  Cautionary Low - Voluntary Water Conservation – 10%

  • Distribution days will be Sundays to Saturdays – 24 hours a day

  • Voluntary reduction of water consumption by 10% is requested.
