                     1.      Request to (1) Preliminarily Review the Currently Unlisted Parasitic Wasp, Encarsia
                              diaspidicola (Hymenoptera: Aphelinidae), for Future Placement on the List of
                              Restricted Animals (Part A) for Field Release for Biological Control of the White
                              Peach Scale (Pseudalaucaspis pentagona); (2) Establish Permit Conditions for the
                              Importation of the Parasitic Wasp, Encarsia diaspidicola (Hymenoptera:
                              Aphelinidae), for Field Release for Biological Control of the White Peach Scale
                              (Pseudalaucaspis pentagona); (3) Allow the Importation of the Currently Unlisted
                              Parasitic Wasp, Encarsia diaspidicola (Hymenoptera: Aphelinidae), Under Special
                              Permit for Scientific Research for Field Release for Biological Control of the White
                              Peach Scale (Pseudalaucaspis pentagona) by the U.S. Department of Agriculture,
                              Agricultural Research Service (USDA-ARS); and (4) Establish Permit Conditions for
                              the Importation of the Currently Unlisted Parasitic Wasp, Encarsia diaspidicola
                              (Hymenoptera: Aphelinidae), Under Special Permit for Scientific Research for Field
                              Release in the Biological Control of the White Peach Scale (Pseudalaucaspis
                              pentagona) by USDA-ARS.

                              Action:  Approved

                  2.         Request for Adoption of an Interim Rule to Prohibit the Movement of Coffee Plants
                              (any species of the genus Coffea), Plant Parts, Unroasted Seeds, and Used Coffee
                              Bags out of a Primary Quarantine Zone in the Kona area and the Ka`u area on
                              the Island of Hawaii and out of a Secondary Quarantine Zone, which includes the
                              Entire Island of Hawaii Other than the Primary Quarantine Zone, Except by Permit
                              Requiring Mitigative Measures.
