The Deputy Director of Health heads the DOH
administrative offices which oversee the Administrative Services
Office, Personnel Office, District Health Offices in Hawaii, Maui, and
Kauai counties, Health Information Systems Office, Affirmative Action
Office and the Planning, Policy, and Program Development Office. In
addition, the Deputy oversees the Office of Health Status Monitoring
which registers and issues marriage, birth and death certificates and
collects and analyzes data in order to assess the health status of
Hawaiis multi-ethnic population. The Deputy also oversees the
operations of the State Laboratories Division which provides support to
other health programs, including the environmental regulatory programs
(which includes air surveillance and analysis, chemistry, environmental
microbiology and medical microbiology branches, and the communicable
disease control programs.) The State Laboratory also provides
specialized services to other health care facilities.

ASO provides departmental management of budgets,
financial matters, and capital improvements. The office oversees the
expenditures of more than 80 programs of DOH.

HISO oversees all information technology (IT) systems, projects, and initiatives of DOH and
manages the resources to support them. HISO operates and maintains the IT communications
infrastructure of the Department which consist of over 3,000 PC's and a wide area network
linking DOH health centers and offices via high speed internet connection.
HISO also directs and coordinates all IT matters within DOH and between DOH and other state and
county agencies, health care providers, the Federal Government, and commercial software and hardware vendors.

The Human Resources Office is responsible for
human resources management and administration. It provides services
to all levels of management in attaining program objectives. Services
are provided to employees to develop and maintain high morale and good
employee relations. Major functional areas of performance are labor
relations, position classification and compensation, recruitment and
examination, training and employee relations, employee benefits/transactions,
and workers' compensation and safety.

OHSM collects, processes, analyzes and
disseminates relevant, population-based data in a timely fashion in
order to assess the health status of Hawaii's population and to fulfill
health statistics legal requirements. The office also provides to the
department, vital statistics, demographic and health data for use in
identifying state and community health trends, identifying population
groups at risk for serious health problems and evaluating program
effectiveness. Other OHSM activities include: maintaining health
surveys for the purpose of collecting data on health conditions not
otherwise monitored within the state yet needed to analyze health
status; disseminating information through published reports and through
visual presentations such as charts, graphs and maps. coordinating the
integration and linkage of departmental data bases with external data
bases. The office also provides a repository for vital event records
with the state such as births, deaths and marriages and to provide
copies to the general public on a timely basis. The Office also issues
marriage licenses as well as marriage, birth and death
certificates.

OPPPD develops legislation and
administrative rules for the Department. It is also responsible for
project development, strategic planning, data gathering, and research
and analysis.

OAA monitors to prevent unlawful service and
employment discrimination in the Department.

OHCA manages the state licensing and federal
certification of medical and health care facilities, agencies, and
services provided throughout the state in order to ensure compliance
with established standards of care.
The DHOs represent the Department on the
neighbor islands. They provide coordination, administrative support,
and are engaged in community organization, planning, and consensus
building.
