Francine Wai is the Executive Director of the DCAB. She is hired by the Board, with the approval of the Governor. Her major job responsibilities as Executive Director are to:

• Serve as the chief executive officer for all the administration and implementation of programs and policy decisions.
• Supervise all professional and clerical personnel. Assigns staff to the Board to implement Board policy. Oversees the work of the staff.
• Prepare all budget and appropriation management documents.
• Serve as the staff liaison to the Board. Testify and speak on behalf of the Board at public hearings and forums. Serve as the liaison to the Department of Health for administrative matters. Also serve as the liaison for the Board to appropriate federal and national agencies.
