What is a Person with a Disability Parking (DP) Permit?

A DP permit is either a placard that hangs from a vehicle's rearview mirror or special license plates that bare the International Symbol of Access.  A DP permit allows you to park the vehicle you drive or the vehicle that transports you in parking spaces reserved for persons with disabilities.

Why should I apply for a DP Permit?

Parking spaces reserved for persons with disabilities are generally located closest to the entrance of a facility and provide additional space via an access aisle to load and unload yourself with your cane, crutches, wheelchair, or other assistive aids.

Who is eligible for a DP Permit?

You may qualify for a DP permit if a doctor who is licensed to practice in Hawaii certifies that you have a mobility impairment based on one of the following criteria:

  • You are unable to walk 200 feet without stopping to rest due to a diagnosed arthritic, neurological, orthopedic, renal, vascular or oncological condition;
  • You are unable to walk without the use of, or assistance from, a brace, cane, crutch, another person, prosthetic device, wheelchair or other assistive device;
  • You have restricted breathing due to lung disease to such an extent that your forced (respiratory) expiratory volume for 1 second (when measured by spirometry) is less than 1 liter, or your arterial oxygen tension is less than 60 mm/hg on room air at rest;
  • You use portable oxygen; or
  • You have a cardiac condition to the extent that your functional limitations are classified in severity as Class III or Class IV according to the standards set by the American Heart Association.
How do I apply for a DP Permit?

As of January 23, 2003, persons applying for a Hawaii parking permit for persons with disabilities do not have to provide proof of Hawaii residence.  However, all applicants are required to provide proof of identity and have their disability certified by a physician licensed to practice in Hawaii.  NOTE:  Naturopathic physicians (N.D.) may now certify disability.

Obtain an application form from any of the county offices listed below or from the DCAB web site by clicking on parking application form.  Below are acceptable forms of identification:
  • Driver's License
  • State Identification Card
  • Tax Clearance Certificate
  • Military Identification Card  (active, retired, or spouse or dependent of an active military person)
Check with issuing agency for other acceptable forms of identification.  First time applicants who are unable to apply in person due to their disability, as indicated by their doctor on the application form, may designate a representative to apply on your behalf with all the required documents:  applicant's proof of identification, completed application form and representative's identification.  All forms of identification need to be current and/or valid.

What are the types and fees of DP Permits?

  • Four Year Placard.  Your disability is expected to last for at least 4 years.  No fee.
  • Temporary Placard.  Your disability is expected to last from 1 to 6 months.  $12 fee.
  • You may also obtain a second Four Year or Temporary placard upon request.  No fee for a second Four Year placard.  $12 fee for a second Temporary placard.
  • Special License Plates.  Your disability is expected to last for at least 4 years and you are the registered owner of the vehicle.  You are limited to 1 placard if you have special license plates.  $5.50 fee.
