Program and Policy Development Unit | Go Back

The Program and Policy Development Unit is responsible for:

  • Reviewing and assessing the problems, needs, and the availability of adequate services and resources for persons with disabilities in the State in order to assist in preparing testimony and other policy statements.
  • Administering DCAB's statutory responsibility to coordinate the parking program for persons with disabilities, per Chapter 291, Part III Hawaii Revised Statutes, and Chapter 11-219, Hawaii Administrative Rules.
  • Administering DCAB's statutory responsibility to credential Sign Language interpreters, and maintaining a current list of interpreters and other communication access providers, per Chapter 11-218, Hawaii Admininstrative Rules.
  • Offering technical assistance through training and other public education efforts in order to achieve voluntary compliance with civil rights laws affecting individuals with disabilities.
  • Providing information to consumers, families, and others on accessing programs and services for individuals with disabilities and/or about understanding laws, rules, and standards that affect them.
  • Developing and maintaining the DCAB web site.
Program and Policy Development Unit is staffed by Charlotte Townsend, Coordinator; Judy Paik, Program Specialist; Kristine Pagano, Communication Access Specialist; Jacob Dalton, Communication Access Technician; William Nakamatsu, Program Specialist, and Leonard J. Lau, Program Specialist.
