Hawaii’s Draft Infrastructure State Implementation Plan (SIP) Revisions

The Department of Health (DOH), Clean Air Branch intends to submit to the Environmental Protection Agency (EPA), Region 9, a revised Infrastructure SIP to address the 2008 Lead National Ambient Air Quality Standards (NAAQS). When EPA issues a new or revised NAAQS, states are required under the Clean Air Act (CAA), Section 110(a)(1) and (2) to revise their SIP to show they have the authority and programs needed to implement, maintain, and enforce the new or revised NAAQS. This type of SIP revision is commonly known as an “Infrastructure SIP” and is due to EPA within three years after a federal standard is adopted or revised.

The DOH plans to update the SIP with provisions from the following regulations: Hawaii Revised Statutes (HRS), Chapter 342B, Air Pollution Control; Hawaii Administrative Rules (HAR), Chapter 11-60.1, Air Pollution Control.

The DOH will hold a public hearing on February 11, 2013 on the planned SIP submittals and accept comments until February 12, 2013. For more details, please read the Notice of Public Hearing.

The proposed Infrastructure SIP submittal consists of the following documents, all contained in the Administrative Record for the public comment period.

  • Proposed Certification of Adequacy table that explains how the current applicable implementation plan, with the proposed revisions, would satisfy the infrastructure SIP elements.
  • Proposed List of Provisions from the current HRS and HAR for satisfying the infrastructure SIP requirements of CAA Section 110(a)(1) and (2).
  • Three technical support documents on Interstate Transport that demonstrate that Hawaii's lead emissions will not impact nearby states.
  • Also included are the following appendices.
