Water Quality Standards Revisions

The water quality standards currently in effect were adopted on August 31, 2004:

There are currently three (3) sets of revisions to the Water Quality Standards in progress.

A public hearing on the first two sets was held Monday, April 27, 2009.  The public comment deadline for these two sets ended 4:30 P.M., April 27, 2007.  Links to the public review documents for each set are provided below.

The first set of revisions (Docket No. R-1-09) was approved by the Governor on June 05, 2009, and was submitted to the U.S. Environmental Protection Agency (EPA) for review and approval on July 10, 2009.

Hearings on the third set of revisions took place in the 2009 State Legislature.

Measures that passed the 2009 Regular Session of the Hawaii State Legislature
include SB1008 Relating to Water Quality Standards.

Governor Lingle signed this bill into law as Act 126 on June 16, 2009. The specific water quality standards prescribed in this Act shall take effect upon their approval by the U.S. Environmental Protection Agency, and this Act shall be repealed on June 30, 2011.


Revisions proposed in 2005 did not go to public hearing and were not adopted. However, portions of the Executive Summary and Rationale documents produced during the revisions process are applicable to proposed changes to the bacterial indicator criteria as found in the first and third sets of the current revisions:

In addition to comments on the content of the proposed revisions, the Department also requests evaluations of the effectiveness of the public participation program for the proposed revisions.
