Invitation to Participate

The federal Clean Water Act requires that state water quality administrative rules,HAR Chapter 11-54, be reviewed and amended, if needed, every three years. This fall we will initiate a new set of proposed amendments, and we invite members of the public to attend and participate in these new review and amendment meetings.

The process is explained in the two accompanying documents, one containing the Ground Rules for the process; the other containing a draft list of amendments proposed by DOH and EPA. These proposals can be augmented with other proposals subject to review by the Department of Health.

This process is for informal advisory purposes only; formal public hearings will be conducted in accordance with HRS chapters 91 and 201M as applicable. We will work mainly via videoconference links, letters, and e-mails. Plenary meetings will be announced at 4 - 6 week intervals. After October 22nd, we will send out an agenda for the first meeting, which will be mainly an introduction to the process, a review of the proposed amendments, solicitation of "Team Leader" and team members for each amendment, and also specify a public comment period.

Water Quality Management Program

This program is responsible for the development of long-range water quality management plans, and makes recommendations to revisions to the existing Water Quality Management Plans for the State of Hawaii. Program items include the following:

TMDL - Total Maximum Daily Loads
Stream Bioassessments
303(d) List of Impaired Waters
Water Quality Standards

Goals and Indicators Program

In conjunction with other EHA offices, the Goals and Indicators program develops program goals and performance indicators, coordinates with County, Federal and other State agencies, and sets standards for baseline evaluation of environmental quality. Included under this program are:

Indicators of Environmental Quality Reports
Strategic Plan for Hawaii

Landuse Planning and Review Program

This program coordinates departmental evaluations on mitigative measures for proposed developments statewide.
Available are downloadable standard comments to better prepare environmental impact statements and assessments.
