Invitation to Participate
The federal Clean Water Act requires that state water quality
administrative rules,HAR
Chapter 11-54, be reviewed and amended, if needed, every three
years. This fall we will initiate a new set of proposed amendments, and
we invite members of the public to attend and participate in these new
review and amendment meetings.
The process is explained in the two accompanying documents, one
containing the
Ground Rules for the process; the other containing a
draft list of amendments proposed by DOH and EPA. These proposals
can be augmented with other proposals subject to review by the
Department of Health.
This process is for informal advisory purposes only; formal public
hearings will be conducted in accordance with HRS chapters 91 and 201M
as applicable. We will work mainly via videoconference links, letters,
and e-mails. Plenary meetings will be announced at 4 - 6 week
intervals. After October 22nd, we will send out an agenda for the first
meeting, which will be mainly an introduction to the process, a review
of the proposed amendments, solicitation of "Team Leader" and team
members for each amendment, and also specify a public comment
period.
