Nanakuli Dust Assessment Study

A meeting was held on November 29, 2011 at Ka Waihona School to present an overview of the report produced by Tetra Tech Inc., about dust in the area of Nanakuli between Lualualei Naval Road and Hakimo Road.

DOH Dust Assessment Area

The DOH plan includes the following three parts:

1. Resident Survey

Community members will be asked to provide information about the dusty conditions they are experiencing and help identify its source.

2. Community Photo Reports

Volunteers will be asked to take photos of dusty conditions throughout the community and report the time, date, and location of dust generation. These reports will be provided to the Department on a computer form or in writing through the mail. Click  here for instructions.

3. Action Plan

The Hawaii Department of Health (DOH)is currently evaluating dust issues in the Nanakuli residential community. The community area is located within the boundaries of Farrington Highway, Lualualei Naval Road, and Hakimo Road. The evaluation of dust concerns in this residential community will involve a visit to the community in August 2011, by an air quality specialist contracted by DOH from Tetra Tech, EM Inc. Tetra Tech will evaluate potential dust sources in the area, including heavy truck traffic patterns and businesses located along Lualualei Naval Road, as well as natural sources from the mountains and coastal area. Questionnaires and photo documentation of visible dust received from the community will also be evaluated. In addition, Tetra Tech will independently review and evaluate existing air quality data and supporting documents provided by PVT Landfill and HECO, as well as other known sources of relevant air quality and meteorological data. Tetra Tech will prepare and submit a report to the DOH. The report will include a summary of the air quality evaluation, questionnaire responses from the community, and findings regarding nuisance dust sources. The report will also include recommendations on ways to reduce dust affecting the residential community. Additional details regarding Tetra Tech’s scope of work can be found  here .
