The Polluted Runoff Control Program (Program) administers grant money it receives from the EPA through Section 319(h) of the
Federal Clean Water Act to address polluted runoff in the State. Generally, projects must address activities related to
polluted runoff control as outlined in the State’s Coastal Nonpoint Pollution Control Management Plan dated June 1996 and/or
Hawaii’s Implementation Plan for Polluted Runoff Control dated July 2000.
At a minimum, grant funds must be matched 100% with match funding or in-kind contributions from non-federal sources as
determined by the State and are subject to the requirements of
EPA 40 CFR Ch.1 (7-1-98 Edition), 31.24 Matching or cost sharing.
Proposed projects should implement a component of an existing watershed management plan, total maximum daily load (TMDL), or
other work/action plan intended to address water quality issues. Projects should have a reasonable expectation of delivering
water quality improvements. Funding can be utilized to support many different elements related to the implementation of
watershed management plans or TMDLs. See

The Program typically issues a Request for Proposals (RFP) on an annual basis to solicit qualified projects for grant funding.
Interested parties can request to be placed on a mailing list to receive a copy of the RFP when it is issued. The deadline for
submittal of a proposal is usually 1 month from the date of the RFP.
The FY2007 and FY2008 Request for Proposals (RFP) represents a
transition in the use of Section 319(h) funding from the support of small projects demonstrating nonpoint source pollution control
techniques to the implementation of larger or multiple nonpoint source control projects on a watershed or waterbody basis.

All approved projects are contracted with the Department of Health and managed by the staff of the Clean Water
Branch- Polluted Runoff Control Program.
State and local entities that are legally considered to be a “governmental institution” (see
HAR §3-128-7
and
HRS §103D-104
) may be eligible for funding,
if any are available, outside of the RFP window to address watershed planning and implementation activities associated with polluted runoff issues.
