Drinking Water State Revolving Fund (DWSRF)

The State of Hawaii, Drinking Water State Revolving Fund program was established by the 1997 State Legislature as the result of the 1996 Federal amendments to the Safe Drinking Water Act. This program provides low interest loans to Hawaii’s four County water departments for the construction of drinking water infrastructure projects. These projects help achieve or maintain compliance with drinking water standards, protect public health and the environment. An Intended Use Plan is developed annually which provides a status of the program and includes a priority list of projects.

DWSRF Updates

  • American Recovery and Reinvestment Act (ARRA) Section 1511 Certification With respect to covered funds made available to State or local governments for infrastructure investments, the Governor, mayor, or other chief executive, as appropriate, shall certify that the infrastructure investment has received the full review and vetting required by law and that the chief executive accepts responsibility that the infrastructure investment is an appropriate use of taxpayer dollars. Such certification shall include a description of the investment, the estimated total cost, and the amount of covered funds to be used, and shall be posted on a website and linked to the web site established by Section 1526. A State or local agency may not receive infrastructure investment funding from funds made available in this Act unless this certification is made and posted. The 1511 Certification cover water and wastewater infrastructure investments financed through the State of Hawaii Clean Water State Revolving Fund and State of Hawaii Drinking Water State Revolving Fund. click here for the Section 1511 Certification.

  • The Drinking Water Treatment Revolving Loan Fund Intended Use Plan for the State of Hawaii Fiscal Year (SFY) 2010 and the Federal Fiscal Year (FFY) 2009 Appropriation was finalized on September 25, 2009 and is now available to download.  |.pdf|

    As a reminder, all environmental assessments or environmental impact statements must address the environmental regulations listed in the “Federal Requirements for DWSRF Loan Applicants” document. In addition, the entire “DWSRF Boilerplate – Federal Requirements for Consultants and Contractors” is required to be included as a part of the specifications of contracts that are funded or will be funded by a DWSRF loan.
