EARLY INTERVENTION SECTION (0-3)

The Early Intervention Section (EIS) is a federal and state-mandated program that provides services to support the development of infant and toddlers from birth to three years of age. Information and support are also provided to parents to increase their knowledge about and ability to support their child's development. The DOH is the lead agency for the implementation of Part C, Individuals with Disabilities Education Act (IDEA) for the State of Hawaii. Within the DOH, EIS is responsible to ensure that Hawaii meets all the requirements and regulations of Part C of IDEA. For information about Part C, IDEA, please go to http://www.ed.gov/policy/speced/guid/idea/idea2004.html. For the corresponding Hawaii statutes, please click here.

PROPOSED CHANGES TO THE HAWAI‘I EARLY INTERVENTION STATE PLAN

Changes are proposed to the Hawaii Early Intervention State Plan that will revise the eligibility requirements for infants and toddlers under age 3 to be eligible for early intervention services under Part C of the Individuals with Disabilities Education Act (IDEA).

State Definitions of Part C Eligibility – PROPOSED     CURRENT

Public Hearings for the proposed changes to the Early Intervention State Plan were held January 11-14, 2010.

The timeline has been extended to allow additional opportunities to provide testimony regarding these proposed changes to the Early Intervention State Plan.  The additional public hearings  will be held at the following locations:   

            Oahu:  Wednesday, March 3, 2010 at 2:30 pm.
                        AAFES Building, 5 th Floor Conference Room
                        919 Ala Moana Blvd., Honolulu HI

            For Neighbor Islands:  Wednesday, March 3, 1010 at 1:00 p.m., at the following Video Conference Centers:

            Hilo:    Environmental Health Facility, Chief’s Conference Room
                        1582 Kamehameha Ave., Hilo Hawaii 

Kona:    Kona Health Center, VCC Room
              79-1015 Haukapila Street, Kona Hawaii

Maui:     Bioterrorism Conference Room
               210 Imi Kala St., Suite 204, Wailuku Hawaii

Kauai:    District Health Office Conference Room
               3040 Umi Street, Lihue Hawaii

All interested persons shall be afforded an opportunity to submit testimony orally or in writing at the time of the hearing.  Any persons desiring to give written testimony are asked to submit two (2) copies of their testimony at the hearing, or before the hearing at the address below.  Written testimony will also be accepted by the Early Intervention Section no later than 4:30 p.m. on Thursday, March 11, 2010.

EARLY INTERVENTION SERVICES
If you are concerned about a child's development or would like to make a referral, please call our Hawaii Keiki Information Service System (H-KISS) information and referral line at 808-594-0066 for Oahu or 1-800-235-5477 for Neighbor Islands. To make a referral by fax, please download form from here (PDF version) or (MSWord).

Services:
Services are provided to assist a child in five developmental areas:
  • Physical (sits, walks)
  • Cognitive (pay attention, solve problems)
  • Communication (talks, understand)
  • Social or emotional (plays with others, has confidence)
  • Adaptive (eats, dresses self)

Care Coordination:
All eligible children will have a care coordinator. The care coordinator assists the family in:
  • Gathering information from families that includes needs, priorities, concerns, and daily activities;
  • Having a child evaluated;
  • Developing an Individualized Family Support Plan that identifies services and support to address the needs of the family and child;
  • Linking the family to program and services;
  • Providing family support; and
  • Supporting transition from EIS at age 3 to the Department of Education Special Education Preschool, Head Start, or other community preschools.

Eligibility: A child is eligible for services if a child has a delay in development or is at-risk of developing a delay. For more information on eligibility, please click here.

Locations: Services are available on ALL islands through public and private Early Intervention programs. Services are available through EIS, Early Childhood Services Programs, public health nurses, private agencies (e.g. Easter Seals, Kapiolani Hospital, United Cerebral Palsy, Waianae PCDC, Salvation Army, Imua Family Support Services), Healthy Start, and Early Head Start.

No Cost: There is no cost to families and no income restrictions. Whenever possible, however, payments are accessed through Medicaid or private medical insurance with parental permission.
