SERVICE ARRAY

The CAMHD service array includes crisis response services, intensive care coordination (known in other states as intensive clinical case management), intensive home and community based services, and out of home services. These services are defined below. In the case that CAMHD may need to complete a mental health assessment or provide direct outpatient services, the services of the Family Guidance Center (FGC) psychiatrist or psychologist may be used, or the FGC may procure the services off of the Hawaii State Purchase of Service (POS) treatment list.

Through its Family Court Liaison Branch (FCLB), CAMHD also provides mental health assessments and treatment services for youth at the Detention Home (DH) and the Hawaii Youth Correctional Facility (HYCF).

Contractually, the array of services has been made available across the State, and efforts have been made to assure capacity within each community. However, due to limited need, higher cost, and other challenges, the resources continue to be limited in rural areas. Presently, there are emergency and crisis services, intensive home based services, Multisystemic Therapy (MST) services, and therapeutic foster homes, in limited capacity, available in each community. At the present time, there are no community based residential programs on Kauai, Molokai, or Lanai. There are limited numbers of group homes in rural areas as well.

Emergency Crisis Intervention Services
24-Hour Crisis Telephone Stabilization
  • This "hotline" can be used by anyone at any time.
  • It offers support, counseling, and referral services to help with the crisis.

Mobile Crisis Outreach
  • The way into this service is through the Crisis Hotline.
  • Mobile support services are available for youth in an emergency situation.
  • Services are offered 24 hours a day, seven days a week.
  • The outreach worker can transport a youth to a safe place if it is needed.
Crisis Stabilization
  • The way into this service is through the Mobile Crisis Outreach.
  • The outreach worker can transport the youth to placement if it is needed.
  • This service offers a brief (up to seven days) stay out of home for a youth in crisis.
  • Youth are placed in a home-like setting with close supervision.
  • Youth who access this service will be referred to outside resources for follow-up care.
Intensive Treatment Services

Care Coordination
  • Each youth served by CAMHD is assigned a Care Coordinator.
  • The CAMHD Care Coordinator helps the youth access the mental health services needed, with the exception of emergency services.
  • The CAMHD Care Coordinator is the person who helps coordinate services that the youth may be receiving from more than one State agency or program.
  • CAMHD Care Coordinators are located in the CAMHD Family Guidance Centers.
Intensive Home and Community Based Interventions
  • This is a service that is provided in the home, school, or community.
  • In this service, a therapist works closely with the youth and their family to teach them new skills that will help the youth address their emotional and behavioral problems.
Multisystemic Therapy (MST)
  • This service helps youth who are living in a family-like setting and are having behavior problems in the home, school, or community.
  • This program works intensively with caregivers, teachers, and others involved with the youth so that the youth can remain in the family home and be more successful in the community.
  • This program provides caregivers with strategies for coping with the youth's behavior.
Community Based Treatment Services
Foster Homes with Therapeutic Services
  • These services are provided in a home with trained foster parents.
  • Foster parents help the youth learn skills on how to live with their emotional and behavioral issues so that they can go back to their family or community as soon as possible.
  • Youth attend community schools while in the foster home.
Therapeutic Group Homes
  • These are home-like settings where three to eight youth live together.
  • While living there, the youth in these programs usually remain in their regular school, recreational and occupational activities.
Community Based Residential Programs
  • These programs provide more structure and supervision than the home-like services.
  • If the youth needs medications, this program will manage that.
  • School is provided for the youth at the program.
Hospital Based Residential Programs
  • These services are provided in the hospital for youth with severe emotional problems.
  • Youth get care from doctors and nurses around the clock.
  • Doctors will examine and decide what kind of help the youth needs in order to get better.
  • If medicine will help the youth get better, doctors will prescribe the right medicine and watch carefully to see if it helps.
  • School is provided for the youth in this program.
  • Diagnostic and assessment services are offered at this level.
