Community Services for the Developmentally Disabled (CSDD)
Community Services for the Developmentally Disabled is responsible for determining eligibility for developmental disabilities (DD) or mental retardation (MR) services according to Hawaii Revised Statutes 333F. If an individual is eligible for services, case managers assist individuals, families and friends to create change through a person-centered process based on the individual's desires, dreams and goals. Case managers connect individuals to available resources such as Medicaid waiver services, respite funding and 100% state funded services for individuals not eligible for Medicaid. Community education on mental retardation and developmental disabilities, and information and referral services are also provided. Case managers are assigned geographically to three offices located around the island.

Environmental Health
The Environmental Protection and Health Services Section of the Hawaii District Health Office provides direct services in Sanitation, Vector Control and Food Safety Education. Services include food permits and inspections; public swimming pools, milk safety, tattoo and mortuary inspections; rodent control, mosquito control, and monitoring of nuisance vectors and introduction of new vector borne diseases. Epidemiology
Disease Surveillance
Disease surveillance is accomplished by collecting, analyzing, and evaluating reports from health care providers and laboratories to identify disease trends, at-risk populations and emerging conditions.
Disease Investigation
Disease investigation is a major role for the Epidemiology Branch. An epi-specialist conducts investigations of individual cases of communicable diseases and certain non-communicable conditions of public health importance. Investigation verifies the diagnosis, determines the source of the disease, and implements control measures to prevent the spread of disease.
Public Education and Information
Staff also acts as an information resource for the health care community and general public about communicable diseases, bioterrorism agents, and other related health issues.

Special Services
Early Intervention Services (EIS)
A federal and state-mandated program that provides services to support the development of infant and toddlers from birth to three years of age. A child is eligible for services if a child has a delay in development or is at risk of developing a delay.

Children With Special Health Needs
Provides information and referral, outreach, care coordination, social work, and medical nutrition therapy for eligible children with special health care needs age 0-21 years who have physical conditions.

Health Promotion and Education
The Public Health Educator plans, develops and implements a variety of public health educational programs. Some of the focus areas include: community rural health development, bioterrorism preparedness, emerging diseases (West Nile virus, dengue fever, pandemic flu, etc.), injury prevention, highway safety, and chronic diseases associated with lifestyles.

Women and Infant Care
Women and Infant Care (WIC) Services is a nutrition program that provides qualifying families with health education, supplemental foods, and referrals. The program serves pregnant and breastfeeding women, infants, and children under the age of five. Clinic sites in the Hawaii District are located in Hilo, Honokaa, Waimea, Kohala, Kailua-Kona, and Kealakekua.

Laboratory Services
The Hawaii District Laboratory provides diagnostic, regulatory and consultative laboratory services to private laboratories, private purveyors and various Federal, State and County agencies. It assists State Department of Health programs in the regulation of water, dairy and food products and in the diagnosis and control of communicable diseases. The laboratory aids DOH programs in the fields of public and environmental health.
Vital Statistics
The Hawaii District Health Office provides information on accessing/amending vital records (birth, death, marriage, and divorce certificates), information on getting married in Hawaii, processing Voluntary Establishment of Paternity (VEP), and registration of home births.
Bioterrorism Preparedness Program
The Hawaii District Health Office Bioterrorism Preparedness Program has designated staff for county-wide planning, epidemiologic investigations, and education for preparedness of a large-scale threat to the health of our community. Staff is focused on preparing our island to respond to these emergencies, and to coordinate efforts statewide.
