Home Health:

June is home health month at SHPDA. For the first time since the early 1990's, similar CON applications are being batched for review. This will create as level a playing field as possible for the applicants and reviewers. There are seven home health care applications set to go -- four of them are standard applications and three are administrative applications.
Meetings are scheduled statewide.

This month, SHPDA issued its report "Home Health Care In Hawaii: 1995 Utilization and Estimation of Need" (May 1996). The report is the product of a partnership with the Hawaii Association for Home Care. The report is based on data from a survey done earlier this year. The results of the survey were excellent! There was an 83% response rate from home health agencies and a 100% return rate from Medicare certified agencies. The report indicates that Hawaii is near capacity for home health agencies.

Legislative Update:

The legislature funded SHPDA at its staff of eight. (Please note this reflects the 25% reduction-in-force which happened last summer.) However, our operating funds are tight for fiscal year 1997. The budget documents put together in the Fall of 1995 miscalculated increased salary levels as more senior civil service staff "bumped" less senior staff. As a result, actual personnel costs represent a larger portion of the budget than originally projected -- thus there are less dollars for other items. For this reason, the SACs are asked to be as judicious as possible in their requests of staff and resources.

Certificate of Need (CON) Update:

June is home health month! We have received a number of home health care CON applications. To establish as fair a review as possible, all application were batched for review this June. This is the first time applications have been batched since the MRI applications in the early 1990's.

Letters of Intent:

1. Mobile Care Project - Outreach services to the homeless (Big Island)
2. Gumapac & Associates - Free standing surgery center (Big Island)
3. Lanakila Education & Development Services, Inc. - ICF-MRC for DD/MR adults. (Maui)
4. DASH - methadone clinic in W. Hawaii. (Big Island)
5. EffiCare - home health agency. (Maui)
6. Elder Spa ARCH - convert ARCH to SNF. (Kauai)

7. Black Konishi & Nishimura - air ambulance service between Big Island and Oahu.

8. Upcountry Medical Clinic - Methadone/rehabilitation maintenance type clinic. (Maui)

9. Kauai Veterans' Memorial Hospital - purchase of a CT scanner. (Kauai)

10. Po`ailani, Inc. - exploring options for changing current residential STF for dually diagnosed adults and increase bed capacity. (Oahu)

11. Kaiser Permanente - to construct and operate an outpatient care clinic in the Kihei/Wailea area. (Maui)

12. Hawaii Radiologic Associates, Inc. - additional outpatient radiology & change of ownership proposed. (Big Island)

Undergoing CON Completeness Review:

1. #96-08A: Hilo Medical Center - increase SNF bed classification from 36 to 70 and decrease ICF bed classification from 72 to 38 "swing beds". No capital cost. Note: The applicant is now amending their application to convert all 110 beds to SNF/ICF. (Big Island)

2. #96-16: Tomscott, Incorporated, dba Aloha Surgical Center - freestanding outpatient ambulatory surgery center. $2,259,276. (Maui)

3. #96-21A: Lucy Henriques Medical Center - delete emergency room and add dialysis section. $425,000. (Big Island)

4. #96-22: Pacific Limited Partnership - mobile extracorporeal shock wave lithotripter service. $1,402,014. (Oahu)

5. #96-24A: Maui Memorial Hospital - 18 acute medical/surgical beds. No capital cost. (Maui)

6. #96-25A: Kula Hospital - 6 long-term care (SNF/ICF) beds. $101,274. (Maui)

7. #96-26: Kaiser Permanente Medical Care Program - medical building in Kapolei. (Oahu)
