HAWAII STATE HEALTH PLANNING AND DEVELOPMENT AGENCY

HAWAII SHPDA UPDATE NEWS - SEPTEMBER 1996

CONTENTS

Planning and Development

The new Plan Development Committee (PDC) of the Statewide Health Coordinating Council is elbow deep in overhauling the mandated Hawaii State Health Services and Facilities Plan (HSFP). The HSFP is the guidebook for Hawaii's health care system for the private and public sectors. The Plan also sets the benchmarks by which the certificate of need planning "tool" is implemented.

The PDC is examining how to change the document so that it incorporates the philosophical foundations of an integrated health systems approach that allows the Plan to appropriately address a managed care health environment and move beyond its sole focus on a fee-for-service environment.

The PDC is enriched by a membership which includes several key urban and rural hospitals, health plans, health associations, and consumers as well as representation from the Neighbor Islands.
