The new Plan Development Committee (PDC) of the Statewide Health Coordinating Council is elbow deep in overhauling the mandated Hawaii State Health Services and Facilities Plan (HSFP). The HSFP is the guidebook for Hawaii's health care system for the private and public sectors. The Plan also sets the benchmarks by which the certificate of need planning "tool" is implemented.
The PDC is examining how to change the document so that it incorporates the philosophical foundations of an integrated health systems approach that allows the Plan to appropriately address a managed care health environment and move beyond its sole focus on a fee-for-service environment.
The PDC is enriched by a membership which includes several key
urban and rural hospitals, health plans, health associations, and
consumers as well as representation from the Neighbor Islands.

* The Plan Development Committee (PDC) discussed the "talking
points" draft of the HSFP and formed an ad hoc committee to
revise the philosophical approach of the document. The PDC
will be meeting monthly. Input from all the SACs is an
integral part of overhauling this document.
* CON: The SHCC reviewed several applications. These include:
Pacific Medical Ltd. Partnership for a mobile lithotripter on
Oahu (recommend approval); Tomscott for a freestanding surgi-center on Maui (no recommendation); Punahele Associates Inc.
for a freestanding surgicenter on the Big Island (recommend
approval); Hawaii Center for Children (deferred review).
The following are updates from the SAC chairpersons of their
activities since the July SHPDA Update News.
* Hawaii State Services and Facilities Plan (HSFP): Members
reviewed the draft "talking points" for the plan and made
specific suggestions for inclusion at the next PDC meeting.
* CON: Punahele Associates for a freestanding surgicenter in
Hilo (recommend approval), Hawaii Island Catholic Charities
with St. Francis Healthcare System for a mobile health care
project (recommend approval), Hawaii Center for Children for
special treatment facilities (The applicant did not show up at
the meeting. Review re-scheduled for October.)
* Hawaii SAC representation: Patrick Linton on the Plan
Development Committee and Kathy Mishina on the CON Review
Panel.
* Mental Health/Substance Abuse Committee: Met with Center for
Children, Kapiolani Home Health and received an overview of
the Children and Adolescent Mental Health Division's managed
care project. The Committee is also reviewing potential
legislative issues. In addition, they wrote to Senator Levin
regarding the psychiatric unit at Kona Hospital.
* Hawaii State Health Services and Facilities Plan: The SAC
reviewed the "talking draft" of this document and contributed
their comments.
* Telemedicine update: Grant from County of Maui for $100,000
to hookup Molokai, Lanai, Maui and Oahu thanks to Sol
Kahoohalahalo. Continuing with efforts for other grant
resources for the project.
* Project: Youth focus on physical and mental health through
utilization of the Hokulea, which represents achievement,
caring and pride. Provide an opportunity for the youth to "talk story" -- people taking care of themselves.
* Mental Health Services: Updating this section of their Needs
Assessment document.
* CON: Hawaii Center for Children for special treatment
facilities (recommend disapproval).
* Tri-Isle SAC representation: Sarajean Tokunaga on the Plan
Development Committee and Shirley Takahashi on the CON Review
Panel.
* Hawaii Health Services and Facilities Plan: Members individually commented on the "talking draft" of this
document.
* Hawaii Health Services and Facilities Plan: Members discussed
and voted unanimously to accept the revised planning document
with the recommendation to incorporate managed care concepts/
principles such as outcomes measures and integrated delivery
systems.
* CON: Marimed/Hale Kipa for a special treatment facility
(recommend approval), Poailani for a special treatment
facility (recommend approval).
* The SAC wrote to Councilperson Felix to support a resolution
to establish an Emergency Medical Services Task Force.
* Hawaii Health Services and Facilities Plan: Members reviewed
the "talking draft" and forwarded their specific suggestions
to the PDC.
* Hawaii Health Services and Facilities Plan: Members reviewed
the "talking draft." Several suggestions were made. These
were forwarded to the PDC.
* Emergency Medical Services: The SAC developed testimony to
present at the City Council regarding the Council's resolution
to "evaluate options regarding the Emergency Services System."
* Hawaii Health Services and Facilities Plan: Members recommended the following to the PDC -- increase the emphasis
on how the plan relates to children and youth; separate the
EMS section from the acute care section.
* CON: Kauai Hospice to become a medicare certified hospice
(recommend approval). Hawaii Center for Children for special
treatment facility (recommend approval).
* Kauai SAC Representation: Lynne Joseph on the Plan
Development Committee and Emmaline Ihu on the CON Review
Panel.
