FAQs - Employee Training and Development
Q. Where can I get a schedule of the classes DHRD sponsors?
A. The main DHRD Training Schedule is available on the DHRD website in the section entitled Training Opportunities for Hawai`i State Government Employees. Other specialized training schedules may also be found there. Employees who do not have access to the Internet can get information on DHRD classes from their Departmental Personnel Office (DPO).
Q. How do I register for DHRD-sponsored classes?
A. Employees register for DHRD-sponsored classes by going through their DPO. This is for all DHRD-sponsored classes, whether conducted by DHRD staff or by a DHRD vendor. Individual employees cannot register directly in DHRD-sponsored classes.
Q. How do I register for a class if I'm not in the Executive Branch?
A. Employees of the Judiciary, Hawaii Health Systems Corporation, and the county governments can register through their personnel departments/offices. Employees of the Legislature can register through the administrative employee who handles personnel matters.
Q. What is the difference between in-service and out-service training?
A. In-service training is any training sponsored by DHRD or by an employee's department. All other training is considered out-service.
Q. Where can I find the DHRD 410 form?
A. The 410 form is available on the DHRD website in the HRD Information Central section under Forms Central. Link to the 410 form by clicking here.
Q. How can I find out who the vendor is for a particular class?
A. The abbreviation for the vendor is shown on the DHRD Training Schedule under the course description for the class on the right side by the cost or location. A list of vendor abbreviations can be found on page 12 of the DHRD Training Schedule under "Course Provider List for Registration & Payments."
Q. Who do I contact for information on registration?
A. Employees should contact their DPO for information on registration. DPOs can contact DHRD at 587-1050.
Q. Can a person substitute for another already registered for a class?
A. Yes, as long as the person meets any prerequisites for the class. However, the DPO should be informed as soon as possible in such cases. Also, when entering the class, the substitute should inform the instructor whom he or she is replacing and cross out that person's name on the sign-in sheet, writing in his or her own.
Q. Can we still register if it is past the deadline?
A. If the maximum number of participants for the class has not been reached, employees may be able to register past the deadline. As with all other class registration, this should be done through the DPO. Employees should not show up for a class unless they have received confirmation from their DPO that they have been enrolled.
Q. Who is eligible to enroll in the Hawaii Leadership Academy (HLA)?
A. Excluded managers, typically at the division or branch-chief level or equivalent (e.g., personnel officer, administrative services officer) are eligible to enroll in the HLA. Questions about eligibility for enrollment in the HLA should be directed to the Training Office staff at 587-1063.

Q. How can we request a class that is not on the schedule?
A. Requests can be made through the DPO. Additionally, requests can be made on the evaluation forms that participants are asked to complete at the end of all classes.
Q. What are the requirements for attending DHRD's Pre-Retirement Workshop?
A. DHRD has no requirements as to how close the employee must be to retirement or how many times the employee is permitted to attend the workshop. These decisions are left to individual departments. However, we encourage departments to be as flexible as operations will allow in permitting employees to attend the workshop.
