From your job search results, click on the job title to view the Career Opportunity Announcement. Click on the "apply" link. Then if you are a first time user, you must set up your account, or if you have already set up your account, simply log in and complete your application. If you are applying for the first time, an e-mail address will be required to apply online. If you do not have an e-mail address, you can sign up for free e-mail through various services such as Hotmail, Yahoo! Mail, or Excite. As your qualifications for jobs is based on the information provided on your application and supportive documents if applicable, it is very important that you thoroughly complete the application form and provide detailed descriptions of your duties and responsibilities for each job you held.

Veteran's Preference
If you are claiming the 5 or 10 points Veterans' Preference, you must submit a copy of your DD214 and/or other substantiating documents specifying the periods of your service.
Five points veterans preference may be awarded to honorably separated veterans who served on active duty in the U.S. Armed Forces:
- a. During the period December 7, 1941 to July 1, 1955;
b. For more than 180 consecutive days from January 31, 1955 through October 14, 1976 (not including initial active duty for training under Reserve or National Guard programs); or
c. In a campaign or expedition for which a campaign badge or service medal was authorized.
Ten points veterans preference may be awarded to:
- a. Honorably separated veterans with service-connected disability, including those awarded the Purple Heart;
b. The spouse of an honorably separated veteran with a service-connected disability which qualifies the veteran for State positions in his/her usual occupation; or
c. An unremarried, surviving spouse of a person who died while on active duty, or of an honorably separated veteran who served during the periods cited above.
To receive 5 points, you must submit a copy of your DD-214 showing dates of honorable service with this application. To receive 10 points, you must submit an official statement from the Veterans Administration or armed service dated within the past 12 months which confirms your qualification to receive 10 points preference. Spouses or widows must also submit evidence of marriage, and, as applicable, veteran’s death.

Your possession of the required amount of experience will not in itself be accepted as proof of qualification for the position. Overall paid or unpaid experience must be of such scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of the position.

Examination
Unless otherwise specified, you must qualify on an appropriate examination designed to measure applicants' knowledge, skills, and abilities (KSAs) necessary for satisfactory performance of the duties and responsibilities of the class of work. If you are required to report for a written, oral and/or performance test, you will be notified in writing at a later date of the date, time and place of the examination.
Your examination score will be based one of the following: an unassembled examination (evaluation of your training and experience); an assembled examination (written, oral and/or performance test), or a combination of both examination types. Written tests are sometimes scheduled on a Saturday; however, they may be also scheduled during the workweek. Written tests cover the (KSAs) needed to perform the job.

We will design a fair and effective way in which you can demonstrate your ability to perform the essential functions of this job. Be prepared to provide medical proof of your need for accommodation by a professional who is qualified to make a diagnosis.

Eligibility
You will have eligibility for the period stated on your Notice of Results and Eligibility. If you qualify, the letter will also indicate your final score. Some jobs may also require subsequent examinations. In these cases your final score will be determined after completing all examinations.
Referral
When you qualify, you will be eligible for referral when vacancies occur according to your examination score and availability information – where you can work, whether you wish to work part-time or full-time, if you will accept temporary employment, etc. - you provided in the Employment Availability and Geographic Availability sections of your application.
Interview
If your name is referred, the hiring agency will contact you directly for an interview. If requested, please take a copy of your resume and/or State of Hawaii Application for Civil Service Positions, HRD 315 form to employment interviews. We strongly suggest that you make copies of these documents before turning in the original.
Post Job Offer Requirements
After a job offer is made and prior to being placed into a position, all applicable pending items must be cleared. Such items may include drug testing, criminal history record check, licensure, certification and education, and any suitability issue.
Physical Examination Requirement
Offers of employment will be conditioned on the results of a complete physical examination. For certain job categories, applicants may be referred to a State-designated physician, rather than the applicant's personal physician of choice. Applicants are responsible for the cost of all physical examinations.
Physical/Mental Requirements
Applicants must be able to physically and mentally perform the essential duties of the position. Qualified applicants with disabilities who can perform the essential functions of the advertised position are encouraged to apply. Administrative Review
If you do not agree with an action taken on your application, you must FIRST file an internal complaint/request a review with the Department of Human Resources Development. Your internal complaint must be submitted or postmarked within 7 working days from the date of your notice and must be made, in writing, to the Department of Human Resources Development. The letter must include: 1) the job title(s), recruitment number(s), and the specific reason(s) for the review, and 2) any additional information you want to submit to substantiate your request for a review. If you do not submit your complaint within the seven work-day limit, no review will be conducted and you will have no further review or appeal rights.
Appeal
If you do not agree with the internal complaint decision rendered by the Department of Human Resources Development, you may appeal to the Merit Appeals Board within 20 calendar days after the date of action on the internal complaint. Appeals to the Board must be in writing and sent to the following address: Merit Appeals Board, 235 S. Beretania Street, 14th Floor, Honolulu, Hawaii 96813-2437. A change in rating will not affect the employment consideration of referred applicants or an applicant's appointment. AN INTERNAL COMPLAINT MUST HAVE BEEN COMPLETED BEFORE REQUESTING AN APPEAL.
