This report is based on 4,291 initial LSI-R and ASUS assessments summarized by Judicial Circuits. Statistical summaries are included for the following areas: (1) Service Centers; (2) Demographics; (3) LSI-R Scores; (4) ASUS Scores; (5) Treatment Level; (6) Problem Areas; and (7) Gender. The selected statistical indicators represent a baseline of offender profile data, which includes LSI-R Risk and Protective scores and ASUS subdomain percentiles by individual jurisdictions, and statewide averages. The timeframe for county-level analyses is based on Fiscal Year 2006, while statewide averages were examined using trend analyses for Fiscal Years 2004 through 2006.

This report is based on a compilation of LSI-R and ASUS records specific to the Hawaii Paroling Authority, and examines the change in LSI-R and ASUS measurements between Fiscal Years 2005 and 2006. The report is divided into two sections. Part One features analyses for the following areas: (1) Offender Demographics; (2) LSI-R Initial Assessment Statistics; (3) ASUS Initial Assessment Statistics; and (4) Treatment Level. The selected statistical indicators include a baseline of offender profile data, and feature LSI-R Risk and Protective scores and ASUS subdomain percentiles. Part Two presents analyses for the following areas: (1) Demographics; (2) LSI-R Statistics; (3) ASUS Statistics; and (4) Treatment Level. This exploratory study is an analysis of the Domestic Violence Screening Instrument (DVSI) and the Spousal Assault Risk Assessment (SARA), and provides information needed to locally evaluate the validity of the DVSI and SARA as domestic violence risk instruments. This report is a three-year follow-up recidivism study that tracks rearrests for the FY2005 offender cohort. A total of 2,292 offender assessments were compiled from the State of Hawaii's Probation Services and the Hawaii Paroling Authority. This statewide study documents ICIS progress in reducing adult criminal offender recidivism by 30% over a ten-year period (1999-2008).
