Master Plan Summary



The Hilo International Airport Master Plan is part of an ongoing planning process for the airport which builds upon previously prepared airport master plans and development plans.  Its objective is to update guidelines for future airport development which will satisfy forecast aviation demand in a financially feasible manner while addressing the community’s environmental and socioeconomic issues and concerns. 

The products of the master planning process include the Airport Master Plan and the Federal Aviation Regulations Part 150 Airport Noise Compatibility Program document, which was approved in November 2001.  The master plan is based on a 20-year planning horizon.  Subsequent development plans which provide greater detail for actual implementation and design will be guided by the master plan which should be updated every 5 to 10 years. 




PHASE I (2000-2005)

Estimated Cost: $56.5 million


Land Acquisition

  • Acquire state land to the southwest in the Runway 3 runway protection zone.
  • Obtain an avigation easement southwest of Runway 3 for other land in the runway protection zone for private lands and the Kanoelehua Industrial Area.
  • Acquire (through exchange) land in Keaukaha Tract I from homesteaders and the Department of Hawaiian Home Lands for the Runway 21 runway protection zone.
  • Acquire the privately owned triangular area east of Kanoelehua Avenue and west of Runway 3-21.


Noise Mitigation

  • Evaluations co9nducted as part of the FAR Part 150 Airport Noise Compatibility Program for the Hilo International Airport indicate that remedial actions are needed to attenuate aircraft noise in the Keaukaha Tract I Hawaiian Home Lands Area north of the airport.
  • The Noise Compatibility Program finding indicate that sound attenuation is needed for the residences and public facilities within the 60 to 70 DNL contour, including air conditioning and modifications to residences to provide acoustical insulation.



  • A number of airfield improvements are recommended in Phase 1 and the costs are included in the total costs for the new cargo and helicopter facilities.


Navigational Aids

  • No new navigational aids are proposed.


Terminal Area

  • A new cargo facility is being designed northwest of the passenger terminal building in the Airport Industrial Area.  This location provides direct access to the aircraft parking apron and truck access from Kekuanaoa Street.  Truck and vehicular parking is provided adjacent to the air cargo building.  An apron service road connects the passenger terminal and cargo apron areas.
  • A new helicopter air taxi area is proposed to the southwest of the Hawaii National Guard facility.  The facility will have direct access to the airfield and will be accessible from Kekuanaoa Street via a new service road to the helicopter area.  The facility will include space for helicopter passenger loading and unloading parking positions on the apron, and landing and takeoff positions.  The plan also provides lease lots for helicopter operators together with vehicular parking for visitors and employees.
  • Development of general aviation facilities, including a new T-hangar building, wash rack, tie-downs and development of the required infrastructure and utilities to support future growth and development for the general aviation community.


Airport Support and Infrastructure

  • Utility systems, including water, drainage, sewage, electrical and communications, must be installed to serve the new air cargo and helicopter air taxi areas being developed.  New lighting systems are proposed for the new public access service roads and parking lots serving the air cargo and helicopter areas; lighting is also planned for new cargo and helicopter apron areas.  A new access service road off Kekuanaoa Street is planned to serve the proposed helicopter facility.  Road, bridge and drainage improvements necessary to serve the new air cargo facility are also included.  Utility system costs are incorporated in the respective facility costs.
  • The recommended plan calls for expansions to the passenger terminal parking lot initially to the east to satisfy existing and future parking requirements, and improve a merge condition on the return loop and entry lane.
  • Intersection improvements are planned at the Kanoelehua/Kekuanaoa Street exit and improvements are made to provide an emergency access road onto Leilani Avenue.
  • The recommended plan provides for the National Weather Service balloon launch facility and office building to be relocated from the old terminal area on the northwest side of Runway 3-21.  The existing NWS balloon launch facility is now outside the airport property.  A site for the balloon launch facility and NWS offices is provided to the east of the U.S. Postal Service facility in the Airport Industrial area.


PHASE II (2006-2010)

Estimated Cost: $19.7 million


Terminal Area

  • The second increment of the new general aviation facilities west of Runway 3-21 will be developed. This will include demolishing the two old T-hangar buildings at the southwest end and construction of one new 12-unit T-hangar building at the northwest end.  The existing aircraft parking apron in the northwest area will be expanded.  The parking lot fronting the passenger terminal should also be expanded.


Airport Support and Infrastructure

  • An aircraft was rack is provided at the southwest end of the general aviation area near the old air traffic control tower. 
  • Phase II includes extending the emergency access road from the aircraft rescue and fire fighting (ARFF) facility to the new east end of Runway 8-26. 
  • It calls for the Airport perimeter road to be extended beyond the end of Runway 26 to provide access around the extended east end of Runway 8-26 inside the airport boundary.  The perimeter road should be paved along the north side of the airport and around the northeast end of Runway 3-21. 
  • Extend the service road from the new helicopter facility to the Airport Industrial Area. 
  • The FAA remote transmitter site is now located outside the airport property and would be relocated to just west of the U.S. Postal Service Facility.


PHASE III (2011-2020)

Estimated Cost: $24.1 million



  • The plan recommends that Runway 8-26 be relocated and extended by 1,850 feet to the east. The end of Runway 8 if relocated to just east of Taxiway B. At the same time Taxiway A should be extended to the new end of Runway 26 and a new entry/exit taxiway should be constructed.  A new runway safety area, holding apron, and blast pad should be constructed at the end of Runway 26.  A holding apron should be constructed for relocated Runway 87.  Expansion of the air cargo apron is also programmed.
  • Extend Taxiway F from Taxiway A to Runway 8-26.
  • Extend runway safety area for Runway 21.
  • Overlay Runway 3-21.
  • Construct blast pads at the ends of Runway 3-21.


Navigational Aids

The changes in navigational aids recommended for this phase are primarily associated with the proposed relocation and extension of Runway 8-26 and include the following:

  • Extend the High Intensity Runway Lights (HIRL) to the extended end of Runway 26.
  • Extend the Medium Intensity Taxiway Lights (MITL) on Taxiway A to the east and on the new entry/exit taxiways.
  • Relocate the instrument landing system (glide slope, localizer, MALSR and middle marker) for Runway 26.
  • Relocate the ODALS on Runway 8.
  • Relocate the visual approach slope indicators (VASI-4 and VASI-6) on Runways 26 and 8, respectively, or replace them with precision approach path indicators (PAPI).
  • Relocate the distance to-go markers on Runway 8-26.


Other recommendations:

  • Distance to go markers to be installed along Runway 3-21.
  • Install MITL on Taxiway F extension and south end of Taxiway C.
  • Install a precision approach path indicator (PAPI) on Runway 21.


Terminal Area

  • If the demand warrants, additional air cargo aircraft parking apron facilities could be developed on the north and east sides of the Airport Industrial Area. 
  • The plan includes provisions for further extending the general aviation aircraft hangar areas if additional space is needed. 
  • Ground transportation baseyard expansion needs could also be accommodated in the Airport Industrial Area as needed.


Airport Support and Infrastructure

  • An expanded 6-acre area for ground transportation baseyard facilities is provided to the west of the post office to accommodate anticipated needs.
  • The plan calls for the service road west of the Airport Industrial Area to be extended to serve any new development in this area.
  • The recommended plan provides for further expansion of the passenger terminal parking lot.  Employee parking would be shifted from its present location into the new area and the stalls currently used for employee parking would be converted for use by passengers.
  • If warranted based on traffic investigations, additional turn lanes would be added ton Kekuanaoa Street at the intersection with Kanoelehua Avenue during this phase. Access to and from the general aviation and military/transient areas on the west side of the airport along Brig Road should be improved for southbound airport traffic on Kanoelehua Avenue at Hualani Street.
  • The State Department of Accounting and General Services buildings should be demolished for additional T-hangar units.  The DAGS facility would relocate off the airport. 
  • If the Murrayair permit is not renewed, the space should be used for new hangars or as a lease lot.
