FINAL DECISION AND ORDER ADOPTING HEARING EXAMINER'S
RECOMMENDED DECISION AND ORDER


No exceptions having been filed by the parties, the
Commission hereby adopts the Hearings Examiner's Recommended
Decision and Order as its Final Decision and Order.
The parties may seek reconsideration under H.A.R.  12-
46-38 by filing a motion within ten days of the receipt of the
Final Decision and Order. The parties may seek judicial review in
the circuit court under H.R.S.  91-8 and 14 within thirty days
after service of the Final Decision and Order.
