Relatives as Parents Program (RAPP) - Local, and Regional

Grants to encourage and promote the creation or expansion of services for grandparents and other relatives who have taken on the responsibility of surrogate parenting when the biological parents are unable to do so. The RAPP Local Initiative enables local agencies to: Provide accessible support groups and other supportive services to relative caregivers and the children in their care; Encourage cooperation and collaboration among various service delivery systems (i.e., child care, mental health, aging, family services, education, legal and health care); Ensure the development, expansion and future continuity of local services; and Create replicable models of service. Job Opportunities for Low-Income Individuals (JOLI) Program
The Office of Community Services' (OCS) Job Opportunities for Low-Income Individuals (JOLI) program supports business development and expansion opportunities, including micro-enterprise and self-employment opportunities, in an effort to help Temporary Assistance for Needy Families (TANF) recipients and other low-income individuals achieve economic self-sufficiency. Grantees may provide technical and financial assistance to private employers in low-income communities in order to create sustainable employment and business opportunities. Funded projects should focus on one of the following three program strategies: (1) new business ventures, (2) business expansion, and (3) self-employment/micro-enterprise projects. Funds are now available for Section 514/516 Farm Labor Housing and for the Section 538 Multi-Family Housing Guarantee demonstration program (which offers a single guarantee from construction through permanent financing), announced by USDA Rural Development in the May 10, 2010 Federal Register. Fiscal Year 2010 funds have also been made available for Section 515 Rural Rental Housing loans, Section 533 Housing Preservation Grants, Section 538 Multi-Family Housing loan guarantees, and Household Water Well System Grants.
