NOTICE TO EMPLOYERS
ABOUT ONLINE CHILD LABOR CERTIFICATION
The Department of Labor and Industrial Relations (DLIR) is now offering an option for 16- and 17-year old workers to apply for a work permit online at the DLIR website.
If you hire a 16- or 17-year-old who presents an electronic Certificate of Age (form eCL-3) to you to show that they have registered for child labor, follow the instructions in the box below.
The online work permit differs from a permit received in person at the Department (yellow
card) as the online permit must be used in conjunction with an acceptable proof of age
document.
EMPLOYER INSTRUCTIONS
1. Verify the minor's name and birth date on the Certificate of Age (form eCL-3) with the minor's proof of age document. If the information does not match, do not proceed to step 2 – instruct the minor to contact our office instead.
2. Record the Certificate of Age number in your files.
3. Return both the Certificate of Age and the proof of age
document to the minor.

The Child Labor Law requires 16- and 17-year olds to obtain a work permit before starting a job
and allows them to work during periods they are not required to be in school or have been
excused by school authorities. They may not work in, about or in connection with adult
entertainment or in any occupation prohibited by law or deemed hazardous – for example, the
operation of power-driven wood working tools or bakery machines, roofing operations,
demolition, and occupations involving exposure to radioactive substances. Click here for a full list of hazardous

The online application process will reduce the time it takes to process and receive permits
through the mail or by fax. Normal processing of online permits should be one business day.
Delivery of the work permit will be made by e-mail to the applicant. Same day service in person
will still be available at Department of Labor locations throughout the State.
