expenditures; and
managerial practices include:
operational performance, and organizational productivity;

Public Library System did not provide critical information
to Baker & Taylor Books that would enable it to select the
appropriate materials for Hawaii's public libraries; and

TITLE ESTABLISHING A COMMISSION ON THE TWENTY-FIRST CENTURY.

DESCRIPT BE IT RESOLVED by the Senate of the Nineteenth Legislature of
the State of Hawaii, Regular Session of 1997, the House of
Representatives concurring, that a commission on Hawaii in the 21st
century be established; and
members; the Speaker of the House of Representatives and the
President of the Senate shall each appoint 1 member to represent
labor, and 1 member from the academic community; and
to serve as chairperson and the commission shall be placed in the
Legislative Reference Bureau for administrative purposes; and
Hawaii Research Center for Futures Studies to formulate strategies;
and
effects and changes produced by scientific and technological
achievements and social changes with respect to the economic,
political, cultural, and social systems and the environment of
Hawaii and the world in order to assess the future of Hawaii; and
shall:
have on the future economy of the State and the
possibilities for the creation of new jobs and industries;
system, to our efforts at human resource development, and
to our job training centers to take full dvantage of the
new job and industry possibilities resulting from emerging
electronic technologies so that Hawaii's citizens can
develop their full potential and live rich full lives;
to make government operations more efficient and
advanced communication system for legislative decision
making, and for connecting all elements of the justice
system;
by which emerging problems and possibilities may be
identified;
action; and
of individuals, associations, corporations, and agencies,
public and private, who are concerned with the future of
Hawaii, to stimulate and promote an awareness of
their effect on Hawaii's economic, political, cultural,
and social systems and environment; and
report to the Legislature not later than twenty days prior to the
convening of the 1998 Regular Session on its findings, activities,
and any recommendations for legislative and administrative actions.
