Nineteenth Legislature of the State of Hawaii, Regular Session of
1997, the Senate concurring, that the Waimanalo Residents
Association, Hawaii Housing Authority, Housing Finance and
Development Corporation, Office of Hawaiian Affairs, and the US
Department of Housing and Urban Development are requested to study
the issues and identify options that may enable the residents of
Waimanalo Homes to remain living there; and
Association, Hawaii Housing Authority, Housing Finance and
Development Corporation, Office of Hawaiian Affairs, and the US
Department of Housing and Urban Development are requested to
research the following issues:
Department of Housing and Urban Development, the Hawaii
concerning the nature of their tenancy (i.e., promises to
lease or to provide " buy back " provisions);
leasehold property to fee simple property) is implicated
if the site is leased;
Development is necessary as a condition precedent to the
sale or lease of the site;
Housing and Urban Development will agree to the sale or
lease of the site;
necessary as a condition precedent to the sale or lease of
the site;
Hawaiian Affairs will agree to the sale or lease of the
site;
via the private sector (e.g., self help housing, mutual
housing, etc.);
scenarios:
available for developments on ceded land given the
existing litigation; and
the resident body regarding how many want to purchase the
units and how many do not;
the resident body regarding how many want modernization of
the units and how many do not; and
requested to complete their research and findings prior to May 1,
1997, in order to prevent the lapsing of 8 million dollars in federal
funds designated for the renovation of Waimanalo Homes; and

Land Use Planning (Committee) be established to operate during the
interim between the 1997 and 1998 legislative sessions to:
the recommendations that the state and county planning
changes; and
or, if that is not possible in the time available, report
progress and recommend next steps; and
Committee to be appointed as follows:
of Representatives from among the membership of the House,

Nineteenth Legislature of the State of Hawaii, Regular Session of
1997, the Senate concurring, that the Department of Education (DOE),
in conjunction with Aha Kauleo Kaiapuni Hawaii (the Hawaiian
Language Immersion Advisory Council), develop a long range financial
and operational plan to ensure the development of the Program; and
Hawaii immediately focus on the implementation of the following
recommendations found in the Plan:
of the Program to include a timeline of specific
activities and a projection of resource requirements;
Hawaiian Affairs, the Board of Education, the University
of Hawaii, Aha Punana Leo, and other interested Hawaiian
organizations, businesses, and individuals to support the
Program; and
growth, and maintenance, especially seeking alternative
sources of funding from the private sector from sources
such as matching funds, sustained grants from the Office
of Hawaiian Affairs, and the federal government; and
development of the Program, the long range financial and operational
plan also include a study that:
Punana Leo and Hawaiian language immersion schools, the
current number of students that are on waiting lists for
these schools, and the general region of the island from
which they would travel to school;
waiting lists;
Hawaiian language immersion schools if sufficient funding
were available; and
language immersion schools may be situated if projected
enrollment exceeds available classroom facilities; and
Kauleo Kaiapuni Hawaii submit the long range financial and
operational plan to the Legislature no later than twenty days prior
