TITLE REQUESTING A STUDY OF THE HOMELESS AT THE HONOLULU INTERNATIONAL
AIRPORT.

DESCRIPT BE IT RESOLVED by the Senate of the Nineteenth Legislature of
the State of Hawaii, Regular Session of 1997, the House of
Representatives concurring, that the Hawaii Housing Authority take
the lead role in examining the plight of, and in creating a plan to
mitigate the impact of, homeless persons frequenting and finding
shelter at the Honolulu International Airport;
Transportation and of Health, the Department of Business, Economic
Development, and Tourism, and the Attorney General's Office,
cooperate in every way manageable with the Hawaii Housing Authority
in this quest, and that private, non profit entities, such as the
Institute for Human Services, the Kalihi Palama Health Center, the
Mental Health Association of Hawaii, the Waikiki Health Center, and
the Legal Aid Society of Hawaii, be consulted and included in
seeking available remedies to the current airport homeless problem;
action will be an examination of current and proposed regulations
and enforcement avenues available to carry out the purposes of this
investigation into possible sources of funding, including, but not
limited to airport funds and other State and private resources;
Authority and the State Director of Transportation, jointly, are
requested to report findings and recommendations to the Legislature
twenty days before the convening of the Regular Session of 1998.

DESCRIPT BE IT RESOLVED by the Senate of the Nineteenth Legislature of
the State of Hawaii, Regular Session of 1997, the House of
Representatives concurring, that Hawaii's Congressional Delegation
is respectfully urged to support and enact measures before the US
House of Representatives and the US Senate to redirect the revenue
from the 1993, 4.3 cent federal motor fuels tax increase into the
Highway Trust Fund, and to remove the Highway Trust Fund from the
unified budget, before Congress completes the fiscal year 1998

DESCRIPT BE IT RESOLVED by the Senate of the Nineteenth Legislature
of the State of Hawaii, Regular Session of 1997, the House of
Representatives concurring, that the Hawaii State Bar Association is
requested to conduct a study of Hawaii's tort system to identify and
make recommendations regarding:
other transaction costs as the cause, motivation or
consequence of the filing, settlement or dismissal of
mandatory definitive resolution would facilitate and
improve the tort system in Hawaii;
function of tort liability; and
while reducing transaction costs; and
include representatives of Hawaii's business community organizations,
plaintiffs' attorneys, insurance industry, appropriate state and
county government agencies, the Judiciary, and tort scholars from the
University of Hawaii Richardson School of Law; and
is requested to submit an interim report of its findings and
recommendations to the Legislature on activities undertaken pursuant
to this Concurrent Resolution no later than twenty days prior to the
convening of the Regular Session of 1998, and submit its final report
no later than twenty days prior to the convening of the Regular
