Nineteenth Legislature of the State of Hawaii, Regular Session of
1997, the Senate concurring, that pursuant to Article III, section
10, of the Constitution of the State of Hawaii, the dates of the
mandatory recess for the Regular Session of 1997 are hereby
determined to be the 20th, 21st, 24th, 25th, and 26th days of
February, 1997, on which dates the Regular Session of 1997 shall be
recessed.

DESCRIPT BE IT RESOLVED by the House of Representatives of the
Nineteenth Legislature of the State of Hawaii, Regular Session of
1997, the Senate concurring, that the Auditor is requested to
conduct a study assessing the costs of mental health and substance
abuse services in Hawaii and the social and financial effects of
mandating:
policies issued in this State;
contracts; and
maintenance organization health plan contracts,
alcohol dependence, drug dependence, and mental illness treatment
services that is no less extensive than coverage for any other
medical illness, not as an option, for the cost of care for the
subscriber or any dependent of the subscriber who is covered by the

benefit from mandated health insurance coverage for mental illnesses
and substance abuse, related reductions, or increases in overall
health care costs; and
