control measures. Waives registration fee including fees associated
with the issuance of the license plates for a period of 5 years.

TITLE RELATING TO CHILD SUPPORT ENFORCEMENT.

DESCRIPT Amends child support enforcement law. Establishes provisions
relating to suspension or denial of licenses for noncompliance with
support order, requiring licensing agencies to refuse to renew,
reinstate, or restore, or deny or suspend, any license upon receipt
of certification from the child support enforcement agency
(hereafter agency) that the licensee or applicant is not in
compliance with an order of support. Requires licensing authority
to renew, reinstate, restore, or grant the license only upon receipt
of an authorization from the agency. -- Establishes a provision
requiring the social security number of any individual who is a
party to a divorce decree, or subject to a support order or
paternity determination or acknowledgement, to be placed in the
records relating to the matter. -- Requires the agency to serve
notice upon an obligor of the agency's intent to certify the obligor
as noncompliant with an order of support or a subpoena or warrant
relating to a paternity or child support proceeding, which will
direct the appropriate licensing authority to suspend the license,
deny the application for renewal, reinstatement, or restoration of
such license, upon a determination that an obligor is not in
compliance with an order of support or failed to comply with a
subpoena or warrant relating to a paternity or child support
proceeding. Provides criteria. -- Establishes provision requiring
the income of an obligor to become subject to withholding if
arrearages or delinquency occur, without the need for a judicial or
administrative hearing. Provides criteria. -- Establishes a
provision authorizing the agency to enter into agreements with
financial institutions doing business in the State to develop and
operate a data match system for the purpose of support enforcement,
using automated data exchanges to the maximum extent feasible.
Provides criteria. -- Establishes a provision requiring all
employers to report new hires to the agency or be subject to fines.
Requires the agency to furnish the information to the national
directory of new hires. -- Provides that violation of the child
support enforcement law is a petty misdemeanor. -- Establishes a
provision requiring the attorney general to commission child support
enforcement investigators whose duties shall be to locate absent
parents, to establish paternity, and to obtain and enforce orders of
support. Requires the agency to have access through the
investigators to the records of all entities in the State. Provides
criteria. -- Requires all voluntary acknowledgements and
adjudications of paternity by judicial process to be filed with the
department of health for comparison with information in the state
case registry. Provides that filing of the adjudications of
paternity shall be the responsibility of the natural mother or such
person or agency as the court directs. -- Requires the court to
order temporary support for the child pending a judicial
determination of parentage, in all contested paternity actions and
upon motion by a party. -- Establishes provision relating to
presumption of notice and service of process in child support cases.
-- Requires death certificate forms to require the individual's
social security number. -- Provides that the recordation of the
child support order or judgment in the bureau of conveyances shall
be deemed, at such time, for all purposes and without further
action, to procure a lien on land registered in the land court.
-- Requires all employers to comply with income withholding orders.
Provides criteria for applying the income withholding order.
-- Repeals provision relating to interstate requests for income
withholding. -- Requires the agency to establish and operate a state
case registry which contains records of cases in which services are
being provided by the agency and support orders established or
modified in the State. Provides criteria. -- Allows custodial
parents to petition the court once every 3 years for review and
adjustment of the child support order without having to show a
change in circumstances. -- Prohibits the agency from disclosing
information relating to the location of 1 party to another party
against whom the agency knows a protective order has been entered,
or if the agency has reason to believe that such disclosure may
result in physical or emotional harm to the other party. -- Amends
the powers of the attorney general to add petitioning the court to
issue orders requiring payment of past due child support and
ordering genetic testing for the purpose of establishing paternity.
-- Requires that administrative orders specify identifying
information for each party. Provides criteria. -- Amends provision
relating to genetic testing to require a sworn statement and
supporting facts alleging or denying paternity if the mother or
alleged father requests genetic tests. Provides criteria.
-- Stipulates that the need to provide for the child's health care
needs through health insurance or other means shall be a basis for

DESCRIPT Establishes provision relating to judgments for support to require
that, unless an extention is granted, every judgment for child,
family or spousal support, including a judgment for reimbursement or
other arrears, be presumed to be paid and discharged on the 33rd
birthday of the child for which the order was rendered. Provides
criteria. -- Adds to the guidelines in establishing amount of child
support a material change of circumstances if support as calculated
pursuant to the guidelines is either 10 per cent greater or less
than the support amount in the outstanding support order. -- Allows
for any alternative arrangement for direct payment to be voided if
either parent applies for services from the child support
enforcement agency. Requires each party pursuant to an alternative
arrangement for direct payment to send a certified copy of the order
to the state case registry. Requires child support enforcement
agency to maintain records only for any payments received and
disbursed by the agency while an order obtained pursuant to direct
