           to use genetic information or request for genetic services, to deny
           or limit any coverage or establish eligibility, continuation,
           enrollment, or premium payments.  Prohibits insurer from requesting
           or requiring collection or disclosure of genetic information.
           Prohibits insurer from disclosing any such information without
           written consent.  Provides that the prohibitions shall not apply to
           action taken in connection with policies of life insurance,
           disability income insurance, and long term care insurance delivered

TITLE     RELATING TO THE ENVIRONMENT.

DESCRIPT  Renames the emergency environmental response law to be known as the
           Hawaii environmental response law.  Establishes the voluntary
           response program within the department of public safety to
           facilitate voluntary and timely response to hazardous substance
           releases and threats of releases, and to provide relief from
           liability for eligible persons who conduct adequate voluntary
           response actions.  Provides criteria. -- Amends definition of owner
           or operator under Hawaii environmental response law.  Provides that,
           until such time as the department adopts rules pertaining to lenders
           and fiduciaries, the provisions of the Asset Conservation, Lender

TITLE     RELATING TO MENTAL HEALTH.

DESCRIPT  Amends provision relating to examination of defendant with respect to
           physical or mental disease, disorder, or defect, and provision
           relating to effect of finding of unfitness to proceed, to require
           the court to appoint 3 qualified examiners in felony cases and 1
           qualified examiner in nonfelony cases.  Requires court to appoint at
           least 1 psychiatrist and at least 1 licensed psychologist in felony
           cases.  Provides that, in nonfelony cases, the court may appoint
           either a psychiatrist or a licensed psychologist.  Allows the court,
           in appropriate circumstances, to appoint an additional examiner or
           examiners, on an in patient or out patient basis, or to order the
           defendant to be committed to a hospital for the purpose of
           examination for a period not exceeding 30 days.  Allows for the
           employment of any method of examination accepted by the professions
           of medicine or psychology.  Provides that, where more than 1
           examiner is appointed, a statement that the diagnosis and opinion
           rendered was arrived at independently of any other examiner shall be

TITLE     RELATING TO A COMMERCIAL MARINE DEALER LICENSE.

           commercial marine dealer to sell or offer for sale, purchase or
           attempt to purchase, exchange, or act as an agent in the transfer of
           any marine life taken within the jurisdiction of the State for
           commercial purposes.  Provides criteria.  Allows the department to
           require a license of any person to export marine life taken within
           the jurisdiction of the State for commercial purposes.  Allows the
           department to require any term or condition of the licenses
           including, but not limited to, reports, fees and exemptions.
           Requires the keeping of duplicate receipts for a period of 12 months
           from the date of issuance to be made available upon the demand of
           any conservation officer authorized to enforce the law.  Provides
