TITLE RELATING TO PARKING FOR DISABLED PERSONS.

DESCRIPT Prohibits any person from using a parking space reserved for disabled
persons without displaying a removable windshield placard, temporary
removable parking placard accompanied by a certificate of
disability, or special license plate. Provides that violations are
a traffic infraction and establishes a fine between 150 and
300 dollars. Defines parking space reserved for disabled persons.
Amends the definition of disabled person. Requires the counties and
private property owners to recognize the windshield placards and
special license plates. Stipulates that the temporary removable
placard and the special license plate are not transferable, and
establishes a fine between 150 and 300 dollars for unauthorized use.

DESCRIPT Allows the department of education to employ retired teachers at up
to 100 per cent full time equivalent status in shortage areas, with
prior approval of the superintendent, pursuant to collective
bargaining agreements. Prohibits retired teachers who are rehired
to earn retirement service credit, to contribute to the retirement
system, or to gain additional retirement system benefits, provided
that the retired teacher continues to receive entitled normal
retirement benefits without penalty. Act to be repealed at the

language and literature program at the university of Hawaii at Hilo,

industrial relations and the department of business, economic
development, and tourism, to develop initiatives for implementation
in the areas of grant diversion, micro enterprises, and willing to
work safeguard. Initiatives to be consistent with the principles
and goals of promoting self sufficiency, eliminating poverty, and
safeguarding the health, safety, and welfare of Hawaii's
economically disadvantaged children. Department to encourage local

TITLE RELATING TO MOTOR VEHICLES.

DESCRIPT Authorizes the county directors of finance to vote to allow the
issuance of special number plates (license plate) to any
organization or institution that meets standards and qualifications
established by the counties. Requires the counties to establish
procedures, design parameters, and fees. Requires the words " Aloha
State " to appear on the lower portion of all number plates issued
in the State. -- Amends the special number plates (license plates)
for military service provisions to include a person certified by the
US Department of Veteran Affairs that the person is a combat veteran
or a veteran of the Vietnam conflict or the Korean conflict or World
War II. Plate shall include the words " COMBAT VETERAN ", " VIETNAM
VETERAN ", " KOREAN VETERAN ", or " WORLD WAR II VETERAN ".
