DESCRIPT Provides that, if a health care provider is providing medical care in
a health care facility to any person involved in a motor vehicle
accident and becomes aware as a result of a blood test that the
alcohol content in the person's blood meets or exceeds the amount
for driving under the influence of intoxicating liquor, the health
care provider shall notify any law enforcement officer at the
facility to investigate the accident. Grants the health care

TITLE RELATING TO MOTOR VEHICLE DRIVER LICENSING.

DESCRIPT Allows the examiner of drivers to waive the actual demonstration of
ability to operate a motorcycle or motor scooter (road test) for any
person who furnishes evidence of completion of a motorcycle or motor
scooter education course, respectively, which is approved by the
director of transportation. Requires the director to review the
skill test included in all motorcycle and motor scooter education
courses offered in the State to determine which courses the director
shall approve to qualify for the waiver. Report to the legislature.

TITLE RELATING TO CULTURE.

DESCRIPT Establishes the culture and the arts revolving fund administered by
the state foundation on culture and the arts to expand the potential
for locally produced works and activities that may have sufficient
commercial value to generate additional revenues to support cultural
and art programs throughout the State. Requires that all revenues
generated from the sale of goods and services, as well as any
gifts, donations, fees collected, and grants from private persons be
deposited into the fund. Limits annual fund expenditures to 50,000
dollars. Annual report to the legislature and the governor.
-- Requires the department of land and natural resources to consult
with the kahuna nui of the Mo'okini Heiau (mookini heiau) on all
matters pertaining to physical improvements, alterations, and
restorations, and on all cultural matters relating to the historical
sites within the Kohala historical sites state monument.

outsourcing contract to ensure formal involvement by the state
public service librarians in the selection of books and other
library materials. Also provides that upon termination of the
outsourcing contract the decisions regarding the selection of books
and other resources on behalf of the state library system shall be
performed internally by the librarians of the state library system.
Allows the state librarian to contract with external sources for the
purchase of books and other sources selected by the librarians.
