DESCRIPT Establishes assistive technology warranty law. Requires manufacturer
who sells or leases a new assistive device to a consumer to furnish
the consumer with a written warranty under which the manufacturer
warrants that the assistive device is fit for the ordinary purposes
for which the device is used. Requires manufacturer directly or
through its agent to repair or reimburse a consumer for the
reasonable costs of repairing any nonconformity in an assistive
device. Assistive device includes devices used for major life
activity like mobility, vision, hearing, speech, communication,
maneuvering, and manipulation of a person's environment.

DESCRIPT Amends the nonconsensual common law liens law to add the definition
of party in interest, and amends the definitions of lien, lien
claimant, and nonconsensual common law lien. -- Requires that, if
the circuit court finds the purported lien invalid, the lien shall
be voided from its inception, and provides for awards to the
prevailing party. Provides for injunctive relief against the lien
claimant if the court finds the purported lien is frivolous.

TITLE RELATING TO HIGHWAY SAFETY.

DESCRIPT Establishes revocation of the privilege to drive a motor vehicle upon
refusal to submit to testing for driving under the influence of
drugs. Requires affidavit by the arresting officer for refusal.
Allows hearing before a district judge. Provides that results
reflecting the presence of drugs or metabolic products obtained from
a blood or urine specimen under traffic safety provisions shall not
be admissible evidence in proceedings brought under controlled
substances or offense against public health provisions. -- Changes
the implied consent of drivers of motor vehicles to submit to
testing to determine alcohol content of blood to include blood or
urine tests to determine alcohol concentration or drug content.
-- Allows roadblocks for drug control. -- Changes mandatory testing
in the event of a collision resulting in injury or death to include
urine tests and tests for influence of drugs. -- Requires the
department of health to establish and administer a statewide program
relating to chemical testing of blood to determine alcohol content
or drug content for highway safety, traffic safety, and traffic code
provisions. Requires consultation with the county police chiefs and
