Requests the Legislative Reference Bureau (LRB) to conduct a study of the impact of provider reimbursement assignment practices of health insurers, health/dental plans, HMOs (health maintenance organizations), mutual benefit societies, dentist sponsored plans, IPAs (individual physicians associations), government, and employer plans, and other organizations providing dental health care coverage in Hawaii, on dental care benefits, costs, billing practices, competition, and quality of care.
