Lt. Governor and Army Announce New Partnership

Continuing the Administration's efforts to be a leader in the global economy, Lt. Governor Aiona and U.S. Army Major General Thomas P. Bostick announced a new hiring program on Monday that will create a pipeline of skilled workers for critical, difficult-to-fill civil service positions.

Hawai`i is only the second state to partner with the U.S. Army on the program, which is called Partnership for Youth Success (PaYS). Wisconsin is the other state.
The program, which is being implemented by the state Department of Human Resources Development, provides the U.S. Army with online access to job requirements for important civil service positions in Hawai‘i that have been hard to fill. Among them are positions for engineers, information technology specialists and speech pathologists. The Army personnel can be trained for those jobs while in the military.
The State has implemented its new online recruiting application system, which incorporates the Army PaYS program. The enhanced recruiting capabilities enables PaYS participants to access career announcements, review career opportunities that are projected to be in high-demand for the State and access detailed job qualification descriptions to help participants plan ahead with their Army training and education.
“This partnership not only adds a great recruiting partner to our state, it also helps our Administration meet critical hiring needs,” Lt. Governor Aiona said. “The PaYS program will create a pipeline of new talent to fill skilled positions in our state government and to work side-by-side with our existing team of dedicated civil service employees.”
The Lt. Governor added that the U.S Army soldiers are equipped with critical training and skills that will help Hawai‘i meet the demands of the global economy.
General Bostick, commanding general of the U.S. Army Recruiting Command, was also optimistic about the program.
“We are extremely confident in the program because we know that our soldiers leave the army with exceptional skills,” he said. “They are also well-disciplined and resourceful leaders with the values and character that are so vitally important to our Army, the citizens of Hawai‘i and our nation.”
