Certified Drivers' Abstracts

Certified Abstracts of motor vehicle operating records must be made available for public inspection
and copying, since these are "administrative" records of the courts, and because section 287-3,
Hawaii Revised Statutes, requires the traffic violations bureau to furnish a drivers abstract to any
person upon request. An agency is not required by the UIPA to notify an individual that a third party
has requested information about the individual.
