Circulation Records of Library Patrons

The circulation records of public libraries are not available for public inspection and copying to avoid a
clearly unwarranted invasion of a library patron’s personal privacy. However, the disclosure of
information concerning amounts assessed to or owed by the library patrons for library fines would not
result in a clearly unwarranted invasion of personal privacy.
