Opinion Letter No. 90-31
October 25, 1990
Hawaiian Humane Society; Applicability of UIPA
The Hawaiian Humane Society (HHS) is an "agency"
subject to the UIPA. Based upon the totality of
circumstances, the HHS performs a governmental function by enforcing
laws enacted for the health,
safety, and welfare of the public. Additionally, the society's operations
are subsidized primarily by
public funds. Except for the home addresses and home telephone numbers
of individuals granted dog
licenses, information contained on an application for animal registration
must be publicly available.
