Student Exchange List Public
The list of Hawaii residents receiving financial support
through the Professional Student Exchange
Program (PSEP) of the Western Interstate Commission for Higher Education,
and their fields of study,
are not protected by any of the UIPA’s exceptions to disclosure.
The funds for the PSEP program
are derived in part through state legislative appropriations. Thus,
the strong public interest in
information which reveals the expenditure of public funds outweighs
the privacy interests of the
participants in the fact that they were selected for PSEP support.
