Opinion Letter No. 96-01
June 18, 1996
Electronic Transcripts of Council Meetings
Computer diskettes containing real time captioning
of public meetings of the Honolulu City Council, or
its committees, must be made available for public inspection and
copying upon request. Televised
meetings of the Council and its committees are captioned for the
hearing impaired, resulting in
transcripts that are stored on computer diskettes maintained by
the Council. The computer diskettes fit
the UIPA's definition of "government record," which is
"information maintained by an agency in
written, auditory, visual, electronic, or other physical form."
