CCA / SAGUARO CORRECTIONAL CENTER
Saguaro Correctional Center (SCC) is a multi-level security facility owned and operated by Corrections Corporation of America (CCA). SCC is not a local, state or federal institution. It is a correctional facility contracted to house Hawaii State inmates. SCC does not have the power to release any offenders, other than by orders of the State of Hawaii or a court of competent jurisdiction. SCC provides a safe and secure environment for Hawaiian inmates. The institution is located halfway between Tucson and Phoenix, Arizona on State Highway 87 in Eloy, Arizona. Casa Grande, Arizona, is the closest metropolitan area with lodging and food available.
All housing units have a Unit Team (Unit Manager, Case Managers, Correctional Counselors and Correctional Officers) to address legitimate inmate problems. The Correctional Officers assigned to housing units are responsible for the safety, sanitation and security of the units as well as enforcement of rules and regulations.
Inmate Responsibilities
Inmates must contact their unit team members to solve disputes. Please DO NOT CALL THE FACILITY, as no information will be provided to you due to privacy issues. If you call the facility you will not be authorized to speak with the inmate’s Unit Team, Medical Staff, Busines Office staff, etc. Your call will be forwarded to a central call box where your call will be logged and answered in the order it was received. The facility will make every effort to return all calls within 2 business days.
If you have a verifiable emergency and/or you have information regarding the safety of an inmate housed at CCA-SCC please request to speak with the on duty Shift Captain and/or Administrative Duty Officer and state the nature of your emergency. Do not leave this type of information on the facility and/or a staff members voicemail as they may be off duty and/or not available. For emergencies you can also contact the Hawaii Department of Public Safety Mainlaind Branch in Honolulu, HI and they will contact the facility.
CCA/SCC STAFFF WILL NOT DELIVER MESSAGES TO INMATES OR ADVISE THEM TO “CALL HOME” EXCEPT FOR INSTANCES OF A VERIFIABLE DEATH IN THE FAMILY OR A VERIFIABLE, EXTREME EMERGENCY SITUATION.
CCA WILL NEVER DISCLOSE INFORMATION ON THE FOLLOWING SUBJECTS TO ANYONE OTHER THAN THE INMATE:
■ Inmate ID or Commissary Number ■ Account Balances
■ Inmate’s Current Facility Location ■ Commissary information
■ Information on reciept or non-receipt of funds ■ Who is approved to visit the inmate
■ Medical Information (unless by court order) ■ Disciplinary Issues
■ Why an inmate was moved within the facility or out of the facility
INMATE COMPLAINTS AND CONCERNS
SCC has an informal resolution process in place to address inmate concerns. Inmates are required to utilize the informal resolution process, through the Unit Team, concerning questions, disputes or complaints prior to the submission of a formal grievance. If an inmate does not receive resolution in the informal process, he may file a grievance and must document on the grievance that an informal resolution was attempted. An informal grievance form is available from any CCA staff member. A formal grievance will not be issued without first having filled out an informal form. The only exception to this would be if an inmate has an “Emergency Grievance”. An emergency grievance is one that places the complainant at risk of personal injury or irreparable harm. Furthermore, grievances are considered special correspondence if placed in a sealed envelope and labeled “Grievance” and addressed to the facility grievance officer. It will not be opened for inspection unless there is reasonable suspicion to believe the sealed envelope contains contraband. We cannot release information to family members and you cannot file a grievance on an inmate’s behalf. If an inmate has a complaint and/or concern you need to refer him to this process.
INMATE PHONE SYSTEM PRE-PAY ACCOUNTS AND QUESTIONS
Saguaro Correctional Center uses Inmate Calling Solutions (ICS) for the inmate phone system. Inmates must advise CCA staff the telephone numbers they wish to call. Conducting a three-way call when speaking with an inmate from SCC may result in your telephone number being blocked from future incoming calls from the inamte. Inmates need to purchase telephone time through the inmate comissary or family and friends may set up a pre-paid account by contacting ICS at the following number. Issues regarding blocked telephone numbers may also be addressed throgh ICS at the number listed below.

MAIL PROCEDURES
General Mail/Correspondence: You may only send letters and photos to inmates. Do not send books, magazines, food items or money orders to the inmates ( to send the inmate money for his account please use the Lockbox proceedures descibed below). Photos may be sent however they should be limited to five, non-polariod photos in each letter. Any item that is sent to the inmate and not authorized will be returned to you at the inmate’s expense. Inmates may purchase books and magazines with the approval of their Unit Team with funds from their accounts. Incoming and outgoing mail is monitored by SCC staff. Any suspicious activity or activity that appears to cause a threat to the safety and security of the facility involving the US Mail may cause a delay in the delivery of mail to the inmate or to his friends and family.
Legal Mail: Legal and special mail from government officials, attorney of record, and courts is considered Legal Mail. Legal Mail will be opened and checked for contraband only in the inmates presence. The envelope must be marked “Legal Mail/Material” and must be marked by sender with proper seal or identification information. It must be properly addressed. Mail not properly marked and addressed will be returned to sender. Mail marked “Legal Mail” and found to be other than legal mail will be rejected and can lead to restrictions placed on the sender for fradulant representation of legal council.

SENDING MONEY TO AN INMATE
Sending of Funds: All money orders will be deposited through a bank processing center instead of the correctional facility. Family and friends must send money orders separate from all correspondence to the processing center. The processing center will NOT forward or return any letters, cards, and/or packages sent with a money order.
All money orders must be sent in an envelope that contains ALL of the information shown on the sample envelope below as the information appears on your Inmate ID Card. If the envelope does not contain ALL of this information, processing your deposit may be delayed.

No inmate may receive more than $500.00 per month posted to their account. This includes all deposits/monies sent. Amounts over this amount will be rejected and can lead to a delay in processing a return of these funds.
Funds submitted in forms other than a certified money order and/or western union will be rejected however they will also be subject to additional scrutinty to verify the proper, legitimate address can be established for return of the funds. This will result in a significant delay in the return of the funds to sender while we attempt to verify the rightful owner of these funds and prevent the laundring of funds, unauthorized payments of funds to inmates and/or attempts to make payments for unauthorized activities in the facility. CASH will not be returned and will be forfieted to a Confiscated Funds Account were it will remain for an investigation period before reverting to the inmate trust fund to be used at the facilities discretion for the betterment of all inmates.
Disputes and/or questions regarding money posted to the Lockbox and/or through the Western Union option must be submitted in writing to the Saguaro Correctional Center Business Office at the following address. Faxes to the facility will not be accepted. You must be specific in your request and include as much information as possible in your letter. The facility will not release information regarding an inmates account balance, verify receipt and/or non receipt of funds by phone and/or letter. The facility will only provide this information to the inmate. Your concern will be addressed back to the inmate through the facility mail due to privacy issues.

VISITATION
Video Visitation: To schedule a video visit with an inmate assigned to Saguaro Correctional Center, contact Hawaii DPS Mainland Branch at 808-837-8022.
Amended Visitation times for all visits other than special visits will be as follows (Effective 6/27/08):

For Inmates in general population, if your visitors are traveling within 300 miles of the facility, you may choose to visit either in the morning hours or the afternoon hours on each day of visits. If your visitors are traveling 300 miles or more, you may submit a request for extended time 15 days prior to the visit. Extended time means you will be allowed to visit from 0800 to 1600 hours however you must be specific and write down the exact days of the visit on your request (i.e. Friday, Saturday, Sunday, Monday). Failure to do so may result in shorter visit times. Special visits will be allowed only under special extraordinary circumstances (i.e. military deployment, holidays, etc.) on Wednesdays, Thursdays and Fridays. These special visits shall be reviewed and approved 15 days prior to the visit on a case-by-case basis by the facility’s administration.
On Tuesdays, SHIP I/Segregation Inmates are authorized a one (1) hour non-contact visit per month. SHIP II is authorized two 2-hour contact visits per month. SHIP III is authorized four 2-hour contact visits per month. Video visits for SHIP and Segregation will count towards the allotted times. The Chief of Security of higher will evaluate the status of visits in the Segregation area. This is based on whether or not an inmate has been a threat to the Safety and Security of the Facility.
GENERAL RULES FOR VISITATION
NOTE: All visitors must be on an Inmate’s approved visiting list. It is the responsibility of the Inmate to submit a visitation list for approval, if visitors show up at the facility and they are not on the Inmate’s approved list, they will not be allowed to visit. It is also the responsibility of the Inmate to notify his visitors of their approval or denial. Requests for visits will be denied if an Inmate has received a disciplinary action(s) within 30 days of the requested visit and or due to the security needs of the facility. No exceptions. The facility's visiting area is handicapped accessible. Designated handicapped parking is available at the facility's front entrance.
1. Persons on active parole/probation must obtain in writing, permission to visit.
2. Visitors shall not be permitted to visit more than one inmate unless the visitor is a member of the immediate family of more than one inmate confined in this facility. Immediate family is mother, father, step-mother, step-father, grandparents, brothers, sisters, step-brothers, step sisters, spouse, and inmate's children. Special approval must be granted for this exception by the Assistant Chief of Security or higher.
3. Co-defendants are prohibited from visiting at CCA/SCC.
4. Former employees of Corrections Corporation of America will not be allowed to visit unless the employee left in good standing and the relationship with the inmate was in place prior to the employee gaining employment with CCA and was fully disclosed at the time their employment is initiated with CCA.
5. No former inmates will be allowed to visit unless prior written approval is granted from the Warden. Former inmates must be off of supervision and/or have the recommendation of their supervising agent. Even if the visit is recommended by the supervising agent it must still be approved in advance by the Warden and will be limited to immediate family members, i.e. parents, siblings, children, etc. Former inmates who were victims of the crime the inmate is currently incarcerated for and/or were convicted as part of the crime the inmate is currently incarcerated for will not be allowed to visit. Any rules that Hawaii Department of Public Safety has regarding visits of this type will also apply and their approval will also be required.
6. All non-contact visits will take place in the non-contact visiting area. In this area, inmates and visitors separated by glass windows, and all communication between visitors and inmates is conducted by telephone only.
Visitor's Dress Code
* CCA/SCC reserves the right to deny access to any visitor who is inappropriately attired.
* All visitors must be fully dressed in appropriate, conventional clothing which is not unduly provocative, suggestive, or revealing and does not resemble inmate attire or present adornments which could be used as a weapon, or any clothing deemed inappropriate by staff. Other visitor clothing standards include:
- No gang or obscene designs or messages on clothing including but not limited to sagging of clothing.
- No camouflage clothing;
- Shoes are required, no thongs (i.e. flip flops), no sandals, no clogs, no open toe shoes.
- Visitors are not to wear any garment which unduly exposes the shoulders, chest, back, stomach, midriff, and/or underarm, No sleeveless shirts. NO hoods on any clothing.
- Clothing made of sheer, transparent, net or mesh materials are not allowed;
- Shorts and sandals will be allowed on children age 10 and under. Adults are not allowed to wear shorts and sandals.
- Clothing designed or intended to be tightly worn, to accent the body, e.g., spandex, tights, tank tops, tube tops, etc., will be considered inappropriate;
- Wearing of undergarments is required.
- Dresses, skirts, jumpers, culottes etc., shall not be worn if the hem is more than two (2) inches above the knee. Slit dresses/skirts shall be allowed only if the slit is not more than two (2) inches above the knee. Wrap-around clothing will not be allowed;
- Visitors are not to wear hats into the visiting area, except for religious hats or headgear; outer garments, such as topcoats, raincoats, jackets, and similar inclement weather attire will not be permitted within the visiting area. Suit jackets, sweaters, and jogging tops will be subject to search before being allowed in the visiting area.
Inmate’s Dress Code
- Full Inmate uniform will be required at all times in the Visitation Room
- CCA/Saguaro Correctional Center ID cards are required.
- No sun glasses
- No jewelry will be allowed except for a religious medallion and one policy approved wedding band.
Entrance into the facility:
NO WEAPONS, AMMO, ALCOHOLIC BEVERAGES OR CONTAINERS IN VEHICLE. ALL DOORS AND WINDOWS MUST BE SECURED ON VEHICLE, TOOLS AND TOBACCO MUST ALSO BE SECURED IN VEHICLE.
1. WARNING Introduction of contraband into a prison is not allowed. Visitors who introduce contraband into the facility shall be barred from the institution and may face possible arrest and criminal prosecution. NO items of any kind are permitted to be introduced or passed between inmates and visitors. Cell phones and cameras are considered contraband and will not be allowed into the facility.
2. All visitors are subject to an electronic search and random pat search for the control of contraband. Non compliance to any request of the searching officer will result in termination of visit. Any and all visitors, and/or belongings are subject to search at any time.
3. All visitors are required to register and record their name, address, and relationship to the inmate.
4. Visitors, age 16 and older must present proper identification: one government issued picture ID, issued by state or federal agency. No other type of ID is acceptable.
5. Visitors shall be required to check purses, bags, and other such items into lockers provided at the facility.
6. No food (including gum) or drink may be brought into or out of the visiting room. Ten dollars ($10.00) in United States coins may be taken into the visitation area by each adult visitor.
7. Persons smelling of alcoholic beverages or having drugs or an alcoholic beverage on their person, will not be allowed to visit or enter the visiting area. Local law enforcement will be notified in such instances.
8. The use and/or possession of tobacco or any tobacco products by inmates or visitors in the visiting area is prohibited.
9. Visitors will not give or accept articles to/from inmates (i.e. jewelry, photographs, prescriptions, non-prescription drugs, documents, etc.). EXCEPTION: Items from vending machines located in the visitation area may be exchanged, however all items purchased from the vending machines must be consumed or disposed of in the visitation area. Inmates are prohibited from handling money, approaching, or operating the vending machines.
10. All visitors under 18 years of age must be accompanied by a parent/legal guardian, or other adult with the written and original notarized consent of the parent/legal guardian for the other adult to bring the minor(s) in to visit.
11. Two (2) baby bottles containing food, water, milk or juice may be taken into the visiting area for each baby. Before babies and children wearing diapers enter the visiting area, they must be changed into diapers supplied by the facility. If during the visit, they need changing, they will again use the facility diapers. All diaper changes will be done in the presence of an officer. NO DIAPER BAGS WILL BE ALLOWED INTO THE VISITING AREA.
12. One baby blanket will be allowed into the visiting area with each baby.
13. The blanket will be searched before entering the visiting area.
Special needs visitors:
1. Anyone with a medical restriction that would interfere with clearing a metal detector, must have documentation in writing from a licensed physician.
2. Visitors who have prescription drugs for their current medical needs, must notify lobby officer. Items such as inhalers, nitroglycerin pills for heart conditions, etc. can be secured in the visitation room in case of emergencies. CCA/SCC will not treat visitors for any type of condition, except in an immediate emergency situation.
3. Any other special needs shall be reported to the Lobby Officer for further consideration.
Rules inside visitation room:
1. Physical contact limitations shall be imposed as necessary to restrict inmates and their visitors from conduct, including intimate contact, which would be distasteful or inappropriate for a public area, or conceal or facilitate violation of facility rules, including the introduction of contraband. One brief (kiss on the cheek) and embrace is allowed upon arrival and one at departure. Casual contact limited to hand holding on top of the table shall be permitted, with the hands remaining in plain sight of the visitation officer at all times.
1. Inmate hands must remain above the waist at all times.
2. Inmates must sit across from their adult visitor.
3. NO conversations between inmates or other visitors will be allowed.
4 Visitors, including children, and inmates creating a disturbance or using obscene language/gestures shall be asked to leave and the visit shall be terminated. It is the responsibility of the visitors to supervise and maintain control over minors who are with them. Any physical discipline of such minor children deemed necessary cannot occur on CCA/SCC property. If a minor becomes disruptive during a visit and is not controlled by verbal instruction from the supervising visitor, the visit will be terminated.
Once visitors and inmates have been assigned seating in the visitation room, changing locations will require the approval of the Visitation Officer. Neither the inmate nor visitor is permitted to become involved in any visit other than their own.
