Department of Transportation - Airports
Overview
The Department of Transportation Airports Division (DOTA) is the designated State Agency responsible for administering Federal Aviation Administration (FAA) and Transportation Security Administration grants received annually for Hawaii's airports. DOTA has been receiving grants from the FAA for decades and from the TSA since its inception after 9-11. These relationships have established procedures and audit processes that meet all Federal requirements. All ARRA funding for airports comes through these two Federal agencies and the use of ARRA funding follows the same purposes and administrative processes as the established annual grants.
Use of Funds
The established annual grants are used to improve airports infrastructure for the safe and efficient use of airports by the traveling public. The FAA grants focus on funding projects for airfield and terminal improvements and the TSA grants focus on projects for passenger security. The DOTA annually provides a listing of candidate projects to the FAA and TSA for funding consideration based on an established prioritization process. The higher ranked projects normally fall under the safety, security, compliance and preservation of facilities categories and all Airports projects are normally identified though its master plans which follow National Environmental Policy Act requirements - prerequisites of the administering Federal agencies. The FAA and TSA funds the candidate projects based on their own established prioritization process. ARRA grants were applied for and received using the same process on a competitive basis with other States.
DOTA shares a common vision with State and Federal governments to create jobs and promote economic recovery with ARRA funds. This was an added criteria when submitting candidate projects for ARRA funding. The Airports Division worked closely with representatives of the administering Federal agencies to submit projects with the greatest chance of receiving grants that would meet the "shovel ready" timelines of the Federal agencies. The result was the award of ARRA grants as listed below. It should be noted Airports received a larger percentage of ARRA funds on a national level than it normally receives from the same Federal agencies on an annual basis.
