The Art in Public
Places Program
commissions works of art
(original art projects
that are contracted by
the APP Program) for
permanent installation
at specific state public
places.
These project sites,
such as state public
schools, community
colleges, libraries and
airports, are identified
and proposed for works
of art by the HSFCA.
Funding is requested in
the biennial budget,
presented within the
Executive Budget, to the
Hawai‘i State
Legislature. Upon
approval of the budget,
the APP Program convenes
an Art Advisory
Committee (AAC) for each
building or space
selected as a project
site.
Art Advisory
Committees
The role of the Art Advisory
Committees is
to make recommendations
to the HSFCA regarding
the development and
design of a given art
project, including
location, medium,
distinguishing features
of the artwork, and
selection of the artist.
The HSFCA appoints
members of the Art
Advisory Committee from
users of the facility
and representatives from
the community in which
the facility is located.
The committee
chairperson is a
representative of the
state department,
division or agency to
which that state
building or space is
assigned. Others from
the committee who serve
as a resource or
advisory member may
include some or all of
the following: the
project architect,
representatives of the
state comptroller,
representatives of state
departments that are
responsible for the
construction or
renovation,
representatives of the
APP Program, and as
appropriate,
HSFCA-appointed artists
or technical experts.
The HSFCA determines the
method in which the art
project should be
commissioned.
Applying for
Commissions
The Hawai`i State
Foundation on Culture
and the Arts has
instituted a new system of
applying for public art
projects through
CaFÉ, an online
application system for
Calls for Entry. This
user-friendly site was
developed specifically for
artists by the Western
States Arts Federation
(WESTAF).
The HSFCA will post a call
for artists in the State
of Hawai`i for
commissioned works of art
in public buildings.
Artists will submit their
application online through
the CaFÉ website, www.callforentry.org.
Applications will not be
accepted in any other
manner.
There is no charge to
artists registering on
CaFÉ. If you are a
first time user of
CaFÉ, please allow
adequate time to learn and
use this system. We
believe that there are
many advantages to this
new digital submission
system in terms of
artists' accessibility,
cost and environmental
issues. Artists will
have access to other
competition calls for
entry, which are being
posted on CaFÉ.

to register and respond to
current and/or upcoming
HSFCA calls.
Maintenance
Conservation and repair
of commissioned works of
art are services
contracted by the APP
Program as identified
and budgeted by the
HSFCA.
