Methods of Procurement - for Vendors, Contractors and Service Providers
When purchasing goods, services or construction, state and county agencies follow one of the methods of procurement pursuant to Hawaii Revised Statutes (HRS) and Hawaii Administrative Rules (HAR). Each method of procurement may be utilized under certain conditions.
There are two statutes governing how we procure and each has its own set of methods of procurement:
