Can I access the abstract for a solicitation? If so, when do abstracts become available?
A vendor who submit an offer may access its' abstact for the following methods of procurement:
- Small Purchase Request for Quotations (RFQ)
- Invitation for Bids (IFBs /RFBs)
Abstracts are available on the evening of the submittal deadline. This occurs after the evening batch, usually between 5:30 and 7:30 PM HST.
To access the abstract, log in to your HePS account: http://hawaii.gov/spo click Hawaii Electronic Procurement System and then Vendor Login
(Remember: login/password is case sensitive)
- From the rows of tabs at the top of the page: Main tab: Agency Opportunities Subtab: Abstracts
- For Solicitation Status, select the appropriate choice: Awaiting award is for solicitations that have closed but have not been awarded.
- For Solicitation Type, select the type of
solicitation, usually it is a Quotation.
(Hint: if the solicitation number begins with a Q, as in Q20090000001, it is a quotation, if the number begins with a B, it is a bid,etc.)
Note: If you know the solicitation number enter the number in the Optional specific RFX Nbr - To the right of the Agency is the Agency Online Days of History. You may change to a smaller number. then select the round button under View RFQ List.
- Under View Abstract select the button for the abstract you want to view; scroll down and you will see the abstract.
