Is there a way to check Hawaii Compliance Express for vendor compliance if I am not in the process of awarding?
Yes. There is a way state agency buyers may view status of compliance of a vendor registered in Hawaii Compliance Express but it is not through HePS.
You will need a login and password through Hawaii Compliance Express. The procedures are in Procurement Circular 2005-04 Amendment 3. (See Procurement Circulars)

Go to https://vendors.ehawaii.gov/ and create an account as though you were a vendor. (Don't give credit card info.)

From your government e-mail account, email your newly created user ID to hce@ehawaii.gov and request access as a buyer.

You will have access as a buyer in about one working day.
Note: If a vendor is not in Hawaii Compliance Express they may still obtain compliance documentation by providing the buyer with hard copies of compliance documents.
