Who should vendors contact if they have questions?

For procurement policy, general questions, technical assistance:

If you have a questions about a solicitation or how to respond, the following is the only authorized source for responses to your questions:

  • If there is one, place your question in the Q&A section of the solicitation,  or
  • Contact the buyer/contact person for the solicitation as stated in the HePS soliciatation. 


For help in registering, the mechanics of entering responses on HePS, refining your vendor profile only. 

Note: SicommNet provides the HePs system for the State of Hawaii and has no authority to respond to any questions regarding any procurement.  The State is not responsible for any advice vendors may seek from SicommNet.
