Compliance with State Statutes

State and County personnel must obtain verification of vendor proof of compliance before award. Vendors obtain proof of compliance by registering in Hawaii Compliance Express (HCE) and ensuring they are compliant.  See the HCE FAQ (Frequently Asked Questions).

 

Procurement Code of Ethics

The procurement code of ethics applies to both vendors and state/county personnel and provides guidance to ensure a transparent and fair procurement process.

 

Methods of Procurement

When purchasing goods, services or construction,  state and county agencies follow one of the methods of procurement as prescribed by Hawaii Revised Statutes (HRS)and Hawaii Administrative Rules (HAR).  Each method of procurement may be utilized under certain conditions
